The unborn child has a fundamental right to life that cannot be infringed. Roe vs. Wade was legally poorly conceived and morally wrong. This decision should be overturned.

In support of this cause, Congress should act in a number of ways:

· Enact a human life amendment to the Constitution of the United States and endorse legislation that makes clear that the 14th Amendment's protections apply to unborn children.


· Oppose using public revenues to fund abortions and continue to implement the restrictions of the Hyde Amendment and its legislative offspring.


· Deny federal funds to domestic or international organizations that promote abortion as a method of birth control.


· Support and promote the interests of organizations that provide encouragement and resources to women with crisis pregnancies.


· Enact adoption reform, including an adoption tax credit and legislative efforts to remove racial barriers to adoption.


· Support efforts to require parental notification and parental consent prior to performance of an abortion on a minor.

Legislative Update:

One of my most satisfying days in Congress was the day I cast my vote in support of a ban on partial birth abortion in America. With President Bush’s signature, the ban became law, thus ending a barbaric medical practice that has no place in civilized society.

In another victory for justice in America, the Unborn Victims of Violence Act was passed by the 108th Congress and signed into law by President Bush. With this legislation, federal law was simply updated to reflect the obvious: when someone violently attacks a pregnant woman, that person is also attacking her unborn child and can be prosecuted for harming two victims.

Finally, on August 5, 2002, President George W. Bush signed the Born Alive Infants Protection Act of 2002 into law in the presence of the nurse who witnessed infanticide in an Illinois hospital and brought the barbaric practice to the attention of Congress and the nation. This important legislation ensures that every infant born alive -- including an infant who survives an abortion procedure -- is considered a person under federal law. Babies who are completely out of their mothers are now protected under federal law.
