Neugebauer Says Electronic Surveillance Bill Will Help Thwart Terrorist Attacks

 
     
 

Washington, D.C. - Congressman Randy Neugebauer said that legislation approved by the House on Thursday will make it easier to protect America from future terrorist attacks.
  
   “Our nation’s foreign intelligence surveillance laws were passed three decades ego – before cell phones and before the internet,” Neugebauer said.  “To combat the threats of the 21st century, we need to update our anti-terrorism laws.  The Electronic Surveillance Modernization Act provides these essential updates and allows our intelligence officials to better monitor terrorist communications and thwart terrorist attacks before they happen.”

   The Electronic Surveillance Modernization Act (ESMA), H.R. 5825, updates the original Foreign Intelligence Surveillance Act (FISA) by making the law technology neutral, applying not only to traditional telephones but also to wireless communication devices and the internet.  EMSA also establishes specific rules to govern foreign intelligence surveillance when an attack is imminent and in the wake of an attack on the United States.  In addition, the bill streamlines the FISA warrant application process.

   Neugebauer also supported the additional safeguards and increased congressional oversight included in the bill to ensure the civil liberties of American citizens are protected.

   “This bill proves that we can protect American citizens from terrorist threats as well as protect our cherished freedoms and liberties,” Neugebauer said.
