In total, the bill provides nearly $17 billion in total discretionary resources. This level represents an increase of $93 million over the President’s request and the same as the FY05 enacted level.
- FY 05 Funding Level: $16.83 billion ($68.293 billion total mandatory)
- FY 06 President’s Request: $16.74 billion ($82.822 billion total mandatory)
- FY 06 Bill: $16.83 billion ($82.822 billion total mandatory)
Amendments Adopted by the House:
(Weiner): Increases APHIS by $19 million offset by corresponding reductions in other programs.
(Hinchey): Prohibits FDA from granting conflict of interest waivers to advisory committee members.
(Sweeney): Prohibits funds in the bill to inspect horse slaughtering facilities.
Protecting Human Health and Safety:
- Food Safety and Inspection Service is increased by $20 million over last year, for a total of $837 million, $127 million above the President’s request. The bill does not include $139 million in new user fees proposed by the Administration.
- Animal and Plant Health Inspection Service activities are funded at $35 million above last year for a total of $849 million, and a decrease of $13 million below the President’s request. The bill does not include $11 million in new user fees proposed by the Administration.
- Food and Drug Administration is funded at $1.5 billion, $36 million above last year and $14 million below the President’s request. This includes the full amount requested for the medical device program, and drug safety.
- Bovine Spongiform Encephalopathy (BSE) detection and prevention activities are funded at about $90 million, the same as last year’s level and the President’s budget request.
Fulfilling Commitments to Important Food and Nutrition Programs:
- Child Nutrition Programs (Mandatory) are funded at $12.4 billion, $630 million above last year and $4 million below the President’s request.
- Special Supplemental Nutrition Program for Women, Infants, and Children (WIC) is funded at $5.3 billion, $22 million above last year and $47 million above the recently revised budget estimate.
- Food Stamp Program (Mandatory) is funded at $40.7 billion, a 15.8% increase of $5.6 billion above last year and the same as the President’s request.
- Food for Peace Program (PL 480) Title II is funded at a program level of $1.1 billion, a decrease of $66 million below last year and $222 million above the President’s request. In addition, $240 million was provided in the recently enacted war supplemental.
- Commodity Supplemental Food Program (CSFP) is funded at $108 million, an increase of $1 million above last year and the President’s request.
Supporting Farmers, Ranchers, and Rural America:
- Farm Service Agency salaries and expenses are funded at President’s request of $1.008 billion, an increase of $25 million above last year, to continue delivery of farm programs.
- Agricultural Research Service is funded at $1.124 billion, an increase of $164 million above last year’s level and $63 million above the President’s request.
- Conservation Operations activities are increased by $26 million over the President’s request, bringing FY 06 funding to $794 million, and a decrease of $37 million below last year.
- Rural Community Advancement Program (RCAP) is funded at $657 million, a decrease of $53 million below last year and an increase of $136 million above the President’s request. Included in the increase is an additional $80 million for rural water and waste grants above the President’s request.
- Cooperative State Research, Education, and Extension Service formula funds for Hatch Act, McIntire-Stennis, and Animal Health Disease programs are restored to fiscal year 2005 levels. The Committee does not concur with the budget request to convert these formula funds into competitive grants.
Other:
- The Committee does not include $28 million in new user fees for the Grain Inspection, Packers and Stockyards Administration or the Agricultural Marketing Service as proposed in the budget.
