Capitol Police
- The bill reduces funding for the Capitol Police by $50 million from the request and $2 million from FY05. The Capitol Police received $11 million in the recently enacted war supplemental.
- The bill establishes an Inspector General for the Capitol Police which has had a long history of financial mismanagement and provides no funds for a proposed six-figure salary position for a publicity director.
- The mounted horse unit is terminated and the horse and equipment are transferred to the U.S. Park Police. The police have failed to provide compelling justification for the program in the light of the similar capabilities that are available to the Capitol complex through the park police.
Capitol Visitor Center
- $37 million is provided to complete construction of the project, consistent with the budget request. The bill does not provide $35 million in operating expenses for the CVC as they are not expected to be spent in the coming fiscal year.
Other Items of Interest
- Allows unspent Member Representational Allowances funds to be used for deficit reduction.
- Fully funds staff COLA and transit benefit.
