It was clear on September 11, 2001, that there are weaknesses and
vulnerabilities in the way our government handles matters of security,
enforcement and intelligence. It is my hope and belief that the new
Department of Homeland Security will help strengthen our safety and security
by bringing together dozens of agencies that have the same goal -- protecting
the American people. The new department reduces redundancies and inefficiencies in
the system. In our climate of heightened alertness, intelligence is one of our
best defenses. This new department will allow federal agencies to more
quickly gather and analyze intelligence information, then share that
information with state and local authorities. It is the responsibility
of Congress to monitor this new Cabinet-level department to ensure the
necessary steps are taken to meet its mission while maintaining the
protections guaranteed by the Constitution.
