The Congressional Research Service recently produced a report, at Congressman Serrano's request, highlighting major issues involved in the Defense Department's cleanup of its former facilities on the Puerto Rican islands of Vieques and Culebra. The CRS updated the 2005 report in late 2006. The update is available here in PDF format.

      Congressman Serrano helped lead the House in opposing President Bush's most recent attempt to tighten the embargo against Cuba by preventing Cuban Americans from visiting their families more than once every three years and severely restricting the sending of packages of home supplies. Under the administration's restrictions, which the House voted to roll back, Americans are barred from sending everything from veternary supplies to personal hygiene items to their families living in Cuba. The changes took effect despite the disapproval of the House.
