• May 13, 2005, Defense Secretary Donald H. Rumsfeld forwarded the department's recommendations to the BRAC Commission. |
• The commission will then forward its report on the recommendations to the president by Sept. 8, 2005. |
• The president will have until Sept. 23, 2005, to accept or reject the recommendations in their entirety. |
• If Congress does not enact a joint resolution disapproving the report before the earlier of 45 days after transmittal (not counting periods when either house is adjourned for more than three days certain), or its adjournment sine die for the session, the Department is required to close or realign all installations recommended for closure and realignment. |

| Summary: Section 2831 of the National Defense Authorization Act for 2006 amended section 2907 of the BRAC Act by adding new reporting requirements pertaining to: actions performed since closure/realignment was approved, to include establishment of Local Reuse Authorities, property screening status and approval of redevelopment plans; description of redevelopment plans and property disposal status; Federal Agency interest expressed through property screening process; known environmental remediation issues, and estimated date for completing all closure and realignment actions.

Summary: The Base Redevelopment and Realignment Manual (BRRM), DoD 4165.66-M, describes the "process" that will be followed in implementing the BRAC 2005 recommendations. It has been updated to reflect statutes and regulations that are new since the time the previous manual was published in 1997. The BRRM provides an array of legal authorities -a "tool box" of possible property transfer options, that affords DoD the flexibility to do what's best given the individual circumstances.

Summary: DoD is amending its regulations governing the disposal of property at installations being closed and realigned. Additionally, this document addresses impacts of realignment at gaining installations. This Final Rule contains amendments to address changes in laws governing BRAC made since the current regulations were first promulgated. This Final Rule also addresses various environmental requirements not previously addressed in regulation. The effective date of the Final Rule is February 28, 2006. Document
