He cosponsored the bipartisan Renewable Fuels Act of 2001 (S. 670) that boosts the production of domestic ethanol from 3 billion gallons per year in 2004 to more than 7.5 billion gallons in 2012, providing ethanol plants and farmers with a steady growth schedule that encourages investment in this domestic industry. This RFS would create over 214,000 jobs, increase farm income by $1.3 billion annually, and save the U.S. $4 billion in imported oil each year.

Senator Nelson brings considerable experience to the discussion of renewable fuels. During his tenure as Nebraska's governor, Ben Nelson moved Nebraska to the forefront in ethanol production. From 1990 to 1997 Nebraska tripled its ethanol production to 300 million gallons, ranking third in the nation. Ben Nelson also formed the Governors' Ethanol Coalition in 1991 to promote increased ethanol use. Since its formation, the Governors' Ethanol Coalition has worked to expand national and international markets for biofuels.
