Pioneer Valley Projects
Western and north central Massachusetts communities often don't have enough local or state-supplied funds to finance critical local transportation, health care, education, crime prevention, environmental protection, recreation, cultural or historic preservation projects.

A position on the House Appropriations Committee can help. Since my appointment to that Committee, I've worked closely with local leaders and planners to boost economic development spending in communities all over the First Congressional District.

Here is a list of economic development initiatives in the Pioneer Valley that have been funded or partially funded by the federal government at my request. Unless otherwise indicated, funding was included in one of the annual appropriations bills:



Franklin County
  • $1.05 million for the construction and development of exhibits at the Great Falls Discovery Center in Turners Falls, a division of the Silvio O. Conte National Fish and Wildlife Refuge.

  • $4 million to the Silvio O. Conte National Fish and Wildlife Refuge for land acquisition.

  • $1.1 million for loan capital and technical assistance services for the Western Massachusetts Enterprise Fund (WMEF) in Greenfield.

  • $125,000 for the establishment of the Franklin County Community Development Corporation's Western Massachusetts Food Processing Center.

  • $300,000 towards the restoration and renovation of four historic buildings of the Old Deerfield Town Center to create the first Museum of American Democracy.

  • $225,000 to make the capital improvements necessary for the Community Health Center of Franklin County to expand and solidify its administrative capacity in order to increase productivity and maintain competitiveness.

  • $300,000 to the Franklin County Community Coalition of Teens for a 30-town regional plan of action to address teen substance abuse in the Franklin County and North Quabbin region.

  • $200,000 towards the renovation of Franklin County Community Development Corporation's First National Bank Building in downtown Greenfield.

  • $3.1 million for the design and construction of a regional telecommunications system traversing Interstate 91 from Northampton to Vermont state border.

  • $200,000 to allow the Franklin and Hampshire Councils of Governments to work with emergency personnel, municipal officials and volunteers to create two coordinated regional emergency preparedness plans and to provide training emergency responders in both regions.

  • $150,000 to develop a comprehensive Strategic Initiatives Economic Development Action Plan for the Northern Tier.

  • $2 million for the design and construction of the Franklin County Bikeway System, which includes the Canalside Trail in Deerfield and Montague, the Northfield Connector and the Riverside Greenway in Greenfield.

  • $12.9 million for safety improvements along Route 2 from Greenfield to Phillipston including the relocation of Route 2 at the Erving Paper Mill.

  • $1.725 million for the development, implementation and management of a Travelers' Information System in Berkshire, Hampshire, Franklin and North Worcester counties (www.masscountryroads.com).

  • $5 million to assist with an upgrade of Route 116 in Ashfield and Conway. Road improvements will be made to severely deteriorated sections of roadway in Ashfield, while streetscape improvements will be made in Conway.

  • $200,000 to aid in establishing a Wood in Transportation Program whose focus is to integrate and utilize locally grown and manufactured wood products for bridges, guardrails, signposts and other transportation structures.

  • $2 million to improve road safety, protect natural & scenic resources and link the Mohawk Trail (Route 2) and Jacobs Ladder Trail (Route 20) Scenic Byways to other tourist attractions in the Pioneer Valley and Berkshire County.

  • $7.75 million for the reconstruction of the Gill-Montague bridge.

  • $1.975 million for scenic turnouts & easement acquisitions, streetscaping and other road improvements along The Connecticut River Scenic Farm Byway (Route 47 and Route 63) from Sunderland to Northfield.

  • $1.171 million for the purchase of new buses by the Greenfield-Montague Transportation Authority (GMTA).

  • $566,000 for the purchase of new buses by the Franklin Regional Transit Authority (FRTA).

  • $750,000 to implement an expansion of public fixed route bus services in the Franklin County area with enhanced linkage to the Pioneer Valley Transit Authority (PVTA) system to the south and to the Montachusett Regional Transit Authority (MART) to the east.

  • $125,000 for the feasibility study that resulted in the creation of the G-Link, a public transit system from Gardner to Greenfield.

  • $125,000 to develop the required Corridor Management Plan, which will extend the Mohawk Trail Scenic Byway from Greenfield east through Athol.

  • $200,000 for the National Park Service to study the Metacomet-Monadnock-Mattabesett trail system in Connecticut and Massachusetts for possible inclusion in the National Trails System through designation as a National Scenic Trail.

  • $200,000 for the purchase of radiology equipment by the Franklin Medical Center.

  • $100,000 to assist Franklin Community Action Corporation with "Communities That Care," a community-wide initiative to implement new strategies that address both the risk and protective factors affecting youth, and "Peanuts and Rugrats," which will involve 6 to 12-year-olds in pro-social activities to help break patterns of violence and substance abuse.

  • $750,000 to allow the Pioneer Valley Transit Authority to study the feasibility of commuter rail service to serve the cities of Springfield, Holyoke, Northampton and Greenfield, as well as Claremont, N.H., and Brattleboro and Hanover-White River Junction, Vt., and all points in between.

  • $250,000 to the Franklin Regional Council of Governments and the Pioneer Valley Planning Commission to develop a corridor management plan for Route 112 with the goal of enhancing the scenic value and usage of the byway, which runs from Colrain to the Jacobs Ladder Trail in Huntington.

  • $150,000 for the Silvio O. Conte Anadromous Fish Research Lab for graduate student support, genetics research and the purchase of equipment.

  • $1 million for resurfacing, minor shoulder widening, sidewalk reconstruction and drainage improvements to Routes 5 & 10 in Bernardston.

  • $1.2 million for the Franklin Regional Transit Authority (FRTA) for design, site acquisition and engineering work related to the Franklin Regional Transit Center.

  • $100,000 to Greenfield Community College to conduct a feasibility study for a performing arts center.

  • $300,000 for the Franklin Community Development Corporation to assist entrepreneurs and small firms in the region through the Northern Tier Economic Gardening Project.


    Hampshire County

  • $4 million to the Silvio O. Conte National Fish and Wildlife Refuge for land acquisition.

  • $1.215 million for the dredging and restoration of the Nashawannuck Pond in Easthampton.

  • $1.19 million for the Hampshire County Sheriff's Department/National TRIAD Senior Fraud Prevention program. TRIAD is a community policing initiative between seniors, law enforcement, and service providers to increase safety through education and crime prevention.

  • $3.1 million for the design and construction of a regional telecommunications system traversing Interstate 91 from Northampton to the Vermont state border.

  • $200,000 for the restoration and preservation of the Emily Dickinson Homestead and The Evergreens estate at the Emily Dickinson Museum in Amherst.

  • $1.75 million for the establishment of a National Center for Science Education at Hampshire College in Amherst.
  • $400,000 for the Hampshire Education Collaborative to develop and implement a series of internet-based professional development courses for pre-K-12 teachers and childcare providers.

  • $4 million to design the realignment of the 9000 foot section of MA State Route 116 from the Amherst / Granby town line to the main entrance of Hampshire College.

  • $200,000 to allow the Franklin and Hampshire Councils of Governments to work with emergency personnel, municipal officials and volunteers to create two coordinated regional emergency preparedness plans and to provide training emergency responders in both regions.

  • $250,000 for the Hampden/Hampshire Housing Partnership.
  • $200,000 for the National Park Service to study the Metacomet-Monadnock-Mattabesett trail system in Connecticut and Massachusetts for possible inclusion in the National Trails System through designation as a National Scenic Trail.

  • $2.54 million for research at UMass-Amherst to improve the quality, nutritional value and consumer safety of seafood products.

  • $7.2 million for research at the Center for Advanced Sensor and Communication Antennas at UMass-Amherst to remove or reduce antenna technology barriers that limit the performance of sensor and communication systems.

  • $18.25 million for construction of the UMass-Amherst/U.S. Department of Defense/ government of Mexico large millimeter telescope (LMT). When fully constructed the telescope will be the largest millimeter wavelength telescope in the world, and will be able to survey space and detect explosive events in the galaxy.

  • $500,000 to foster interdisciplinary environmental research through The UMass Center for the Environment.

  • $1.7 million for the New England Green Chemistry Consortium - established to build strategic partnerships and alliances in the New England area among the six land-grant universities, small and large businesses and state and federal government.

  • $1.5 million for the UMass Climate System Research Center to conduct research outlined in The Strategic Plan for the US Climate Change Science Program (CCSP).

  • $750,000 for the Integrated Life Sciences Building at UMass.

  • $1.2 million for micro-biological energy harvesting research at UMass (converting organic wastes, renewable biomass and event mud into electricity).

  • $3 million for the construction of the Amherst-UMass bikeway connector, the Manhan bike trail (Easthampton)- and the Damon Road Connector in Northampton. (Funding secured in TEA-21 transportation authorizing legislation.)

  • $750,000 for the cleanup and construction of the final 1200 meter segment of the 4.2 mile multi-use Manhan Rail Trail.

  • $9.375 million the widening of the Coolidge Bridge over the Connecticut River (part of Route 9) in Hampshire County. (Funding secured in TEA-21 transportation authorizing legislation.)

  • $1.2 million for a Regional Traveler Information Center at UMass-Amherst to provide tourists and residents with real-time traveler and tourist information for western Massachusetts.

  • $300,000 for a study of risk-prone driving at the Human Performance Laboratory at the University of Massachusetts College of Engineering, home to one of the nation's most advanced driving simulators.

  • $1.36 million for the Pioneer Valley Transit Authority (PVTA) to provide Sundays as well as second and third shift bus service through PVTA's Access to Jobs and Reverse Commute employment-related transportation program.

  • $5.5 million to the Pioneer Valley Transit Authority for ITS upgrades such as new annunciation systems, automatic vehicle location devices and bus communications and data systems. This new equipment will provide passengers with improved information and assist disabled riders and other passengers with access to transit services.

  • $6.4 million for the purchase of new buses by the Pioneer Valley Transit Authority (PVTA).

  • $650,000 for the procurement of alternative fuel and paratransit vehicles by the Pioneer Valley Transit Authority (PVTA).

  • $4 million to construct a new UMass Transit Training Facility and Regional Traveler Information Center.

  • $485,000 for the Food Bank of Western Massachusetts to expand their facility, and purchase new equipment to better meet the needs of the community.

  • $2.56 million for road improvements to Route 32 in Palmer.

  • $4 million for the design and construction of the Southwick and Westfield Rail Trails.

  • $4.4 million for the repaving of the Norwottuck Rail Trail, the design and construction of a number of connectors through Northampton, the Five College bike path extension and the Ware River Valley Rail Trail.


    Hampden County

  • $4.2 million for the design and construction of the Westfield Intermodal Transportation Center.

  • $1 million towards the design and reconstruction of the Great River Bridge in Westfield. (Funding secured in TEA-21 transportation authorizing legislation.)

  • $400,000 to develop the Merrick Memorial Neighborhood Redevelopment Plan, which has developed a redevelopment strategy for the West Springfield CSX rail yard and the surrounding neighborhood.

  • $125,000 to provide technological upgrades for the West Springfield Police Department.

  • $850,000 to Holyoke Health Center to rehabilitate the former 1908 McAuslan-Wakelin department store building into a medical mall.

  • $1.2 million for the overhaul of Holyoke Medical Center's operating rooms, post-anesthesia care units and other ancillary areas.

  • $4.5 million for the design and construction of the Holyoke Multimodal Transportation Center at the former Central Fire Station site in downtown Holyoke.

  • $950,000 to Holyoke Community College for the establishment of the Picknelly Adult & Family Education Center located in the Holyoke Multimodal Transportation Center in downtown Holyoke.

  • $325,000 for the construction of Nueva Esperanza's mirco-enterprise project, The Mercado, a Latin-themed business incubator in downtown Holyoke.

  • $1.2 million for the construction of the Holyoke Canalwalk, a two-mile pedestrian promenade, as part of Holyoke's large-scale, multi-phased urban renewal and rural enhancement project.

  • $225,000 to the Holyoke Police Department for technology upgrades to enhance record-keeping, investigation and communications.

  • $500,000 for the development of a police science teaching laboratory at Holyoke Community College.

  • $350,000 to acquire technology infrastructure for the new Center for Business and Technology at Holyoke Community College.

  • $200,000 for the construction of a new access road into Holyoke Community College to service the College's new Center for Business and Technology.

  • $75,000 to initiate a transportation system designed to provide low-income Holyoke residents with access to Holyoke Community College academic programs.

  • $250,000 to the YMCA's capital campaign for the construction of an Aquatics Center, renovation of the existing Child Care Center, upgrades to full handicap accessibility and the conversion of an adjacent medical building into a much needed Youth/Community Center.

  • $6.97 million for Combined Sewer Overflow (CSO) control projects along the Connecticut River.

  • $200,000 for the National Park Service to study the Metacomet-Monadnock-Mattabesett trail system in Connecticut and Massachusetts for possible inclusion in the National Trails System through designation as a National Scenic Trail.

  • $4 million to the Silvio O. Conte National Fish and Wildlife Refuge for land acquisition.

  • $1 million for the design and construction of bike paths in Southwick, Franklin County and north Worcester County.

  • $6.5 million for the purchase of new buses by the Pioneer Valley Transit Authority (PVTA).

  • $5.5 million to the Pioneer Valley Transit Authority for ITS upgrades such as; new annunciation systems, automatic vehicle location devices and bus communications and data systems.   • $12.9 million for construction of an Army Aviation Support Facility at Barnes ANGB in Westfield.

  • $5.9 million for construction of a Base Supply Complex at Barnes ANGB in Westfield.

  • $1.2 million for construction of a Readiness Center at Barnes ANGB in Westfield.

  • $5.2 million to upgrade base support facilities at Barnes ANGB.

  • $7.1 million for a weapons maintenance/load crew training facility at Barnes ANGB

  • $11.09 million for construction of a Marine Reserve Training Center and Headquarters building at Westover Air Force Reserve Base (ARB).

  • $6.9 million for rehabilitation of housing units for Marine personnel at Westover ARB.

  • $1.8 million for installation of a fire training facility at Westover ARB.

  • $4.25 million for construction of a new control tower at Westover ARB.

  • $4 million for construction of a Military Entrance Processing Center at Westover ARB.

  • $7.45 million for new airmen's quarters at Westover ARB.

  • $4.7 million for construction of a jet fuel storage complex at Westover ARB.

  • $490,000 for renovation of a UH-1 helicopter flight simulator building at Westover ARB.

  • $3.85 million for security forces operations complex at Westover ARB.

  • $4.85 million for road reconstruction and shoulder widening, drainage improvements, guardrail and sidewalk replacement and construction, as well as traffic signal upgrades along Route 5 in West Springfield.

  • $960,000 for the replacement of the culvert between Middle and South Ponds and for the improvement of road drainage and surface conditions along Route 168 in Southwick.

  • $700,000 for the New England High Speed Rail Corridor plan to be expanded to include train routes from Boston via Worcester and Springfield to Albany, N.Y. and from Springfield via Hartford to New Haven, Conn.

  • $100,000 for Westfield-Barnes Municipal Airport to acquire newly required navigational equipment.

  • $750,000 to allow the Pioneer Valley Transit Authority to study the feasibility of commuter rail service to serve the cities of Springfield, Holyoke, Northampton and Greenfield, as well as Claremont, N.H., and Brattleboro and Hanover-White River Junction, Vt., and all points in between.
