My Appropriations Committee Work |
Western and north central Massachusetts communities often don't have enough local or state-supplied funds to finance critical local transportation, health care, education, crime prevention, environmental protection, recreation, cultural or historic preservation projects. But ongoing improvements in these areas are needed to keep our quality of life high. At times, it seems like every community west of I-495 must fight to get its fair share of public funds for infrastructure improvement, especially in the area of transportation.
A position on the House Appropriations Committee can help. Since my appointment to that Committee in the 1990s, I've worked closely with local leaders and planners to boost economic development spending in communities all over the First Congressional District. The Committee can't always completely fund a project, but it can often get the ball rolling or fill in funding gaps on initiatives important to making life better in our region.
In 2005, my colleagues named me the Ranking Member of the Appropriations Subcommittee on Transportation, Treasury, HUD, Judiciary and District of Columbia. This panel has jurisdiction of the Department of Transportation, including the Federal Aviation, Federal Highway Administration, Federal Transit Administration, Federal Railroad Administration and Amtrak. The Subcommittee also is responsible for the annual budgets of the Department of Housing and Urban Development and the Department of the Treasury, including the IRS and the Bureau of Engraving and Printing, the Postal Service and the Executive Offices of the President and Vice President, which includes their advisors such as the National Security Council and the Council of Economic Advisors.
I was also named in 2005 to the Interior, Environment and Related Agencies Appropriations Subcommittee. This panel has jurisdiction over the National Park Service, Fish and Wildlife Service, Forest Service, and all land conservation, habitat restoration and water management activities conducted by the Department of Interior. The Environmental Protection Agency (EPA) and the research programs promoting energy efficiency, renewable energy and alternative fuels and the Department of Energy, plus the National Endowment for the Arts and Humanities, are also funded annually by the Interior, Environment Subcommittee.
Here are three lists of economic development initiatives in the First Congressional District that have been funded or partial funded by the federal government at my request. Unless otherwise indicated, funding was included in one of the annual appropriations bills:
