H. J. RES. 37 -  (Cosponsor) Constitutional Amendment - States that equality of rights under the law shall not be denied or abridged by the United States or by any State on account of sex.

H.R. 147 - Social Security Fairness Act of 2005 (Cosponsor) Amends title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act to repeal: (1) pension offset provisions applicable to husband's and wife's insurance benefits, widow's and widower's insurance benefits, and mother's and father's insurance benefits with respect to OASDI payments; and (2) windfall elimination provisions with respect to computation of the primary insurance amount of an individual.

H.R. 151 - Higher Education Affordability Resource Act (Cosponsor) Amends the Internal Revenue Code (IRC) to include coverage of other qualified higher education expenses under the HOPE scholarship tax credit.

H.R. 292 - Military Death Benefit Improvement Act of 2005 (Cosponsor) Increases from $12,000 to $100,000 the death gratuity payable to the survivors of members of the Armed Forces who die: (1) while on active duty or inactive duty training; or (2) within 120 days after discharge or release from such duty or training, if the death resulted from an injury or disease incurred or aggravated during such duty or training.

H.R. 311 - Alice Paul Congressional Gold Medal Act (Cosponsor) Requires the Speaker of the House of Representatives and the President pro tempore of the Senate to make arrangements for the posthumous presentation of a congressional gold medal in commemoration of Alice Paul, to recognize her role in the women's suffrage movement and in advancing equal rights for women.

H.R. 312 - Breast Cancer Research Stamp Reauthorization Act (Cosponsor) Amends Federal postal law to extend through December 31, 2007, the U.S. Postal Service's authority to issue special postage stamps to help fund breast cancer research.

H.R. 333 - Military Educational Parity Act of 2005 (Cosponsor) Military Educational Parity Act of 2005 - Amends the Higher Education Act of 1965 to require institutions of higher education, as a condition of their participation in the student aid program, to grant students who are called or ordered to active duty a military leave of absence while serving on active duty and for one year after conclusion of such service.

H.R. 376 - Medicare's Equitable Drugs for Seniors Act of 2005 (Cosponsor) Amends title XVIII (Medicare) of the Social Security Act to repeal provisions prohibiting the Secretary of Health and Human Services from: (1) interfering with the negotiations between drug manufacturers and pharmacies and prescription drug plan sponsors; and (2) requiring a particular formulary to institute a price structure for the reimbursement of covered Medicare part D (Voluntary Prescription Drug Benefit Program) drugs.

H.R. 503 - (Cosponsor) Amends the Horse Protection Act to prohibit the shipping, transporting, moving, delivering, receiving, possessing, purchasing, selling, or donation of horses and other equines to be slaughtered for human consumption.

H.R. 515 - Assured Funding for Veterans Health Care Act of 2005 (Cosponsor) Requires the Secretary of the Treasury to make available to the Secretary of Veterans Affairs for programs, functions, and activities of the Veterans Health Administration for FY 2007 130 percent of the amount obligated during FY 2005. Adjusts the amount provided for fiscal years after FY 2007 based on the number of enrolled veterans and the number of other persons eligible but not enrolled who are provided care, multiplied by the per capital baseline amount for FY 2005, as increased by the percentage increase in the Consumer Price Index.

H.R. 547 - Graduation for All Act (Cosponsor) Authorizes the Secretary of Education to establish a program that will provide grants to State educational agencies (SEAs) and, through them, subgrants to local educational agencies (LEAs) to establish reading and writing programs to improve overall reading and writing performance among middle and high school students.

H.R. 567 - Udall-Eisenhower Arctic Wilderness Act (Cosponsor) Designates specified lands within the Arctic National Wildlife Refuge as wilderness and components of the National Wilderness Preservation System.

H.R. 602 - Keep Our Promise to America's Military Retirees Act (Cosponsor) Directs the Secretary of Defense to enter into an agreement with the Office of Personnel Management to provide Federal Employees Health Benefits (FEHB) coverage to the following eligible beneficiaries: (1) a member or former member entitled to military retired or retainer pay; (2) an unremarried former spouse who was married to a member for at least 20 years, during which such member performed at least 20 years of retirement-creditable military service; (3) a dependent of a deceased qualifying member or former member; (4) a dependent of a living member or former member; and (5) a family member.

H.R. 625 - (Cosponsor) Amends the Internal Revenue Code to: (1) include certain additional expenses, such as fees, books, supplies and equipment, as qualified tuition and related expenses for purposes the Hope Scholarship Tax Credit; (2) exclude Federal Pell Grant and Supplemental Educational Opportunity Grant payments as mandatory reductions to expenses eligible for the Hope Scholarship Tax Credit; and (3) exempt the additional expenses allowed by this Act from certain tax reporting requirements.

H.R. 659 - Community Restoration and Revitalization Act of 2005 (Cosponsor) Amends the Internal Revenue Code to: (1) allow an increased rehabilitation tax credit for certain low-income buildings; (2) allow a basis reduction adjustment for property eligible for the credit; (3) increase the credit for certain smaller buildings; (4) allow property eligible for the credit to be used for lodging purposes; (5) modify placed-in-service rules for credit property; (6) modify qualification rules for credit property that is tax-exempt use property; and (7) increase the credit for buildings in high cost areas.

H.R. 761 - Next Generation Hispanic Serving Institutions (Cosponsor) To expand and enhance post-baccalaureate opportunities at Hispanic-Serving Institutions, and for other purposes.  

H.R. 808 - Military Surviving Spouses Equity Act (Cosponsor) Repeals, as of the later of October 1, 2005, or the date of enactment of this Act, certain provisions which require the offset of amounts paid in dependency and indemnity compensation from Survivor Benefit Plan (SBP) annuities for the surviving spouses of former military personnel who are entitled to military pay or who would be entitled to retired pay except for being under 60 years of age. Provides for the recoupment of certain amounts previously paid to SBP recipients in the form of a retired pay refund.

H.R. 810 - Stem Cell Research Enhancement Act of 2005 (Cosponsor) Amends the Public Health Service Act to require the Secretary of Health and Human Services to conduct and support research that utilizes human embryonic stem cells, regardless of the date on which the stem cells were derived from a human embryo, provided such embryos: (1) have been donated from in vitro fertilization clinics; (2) were created for the purposes of fertility treatment; (3) were in excess of the needs of the individuals seeking such treatment and would never be implanted in a woman and would otherwise be discarded (as determined in consultation with the individuals seeking fertility treatment); and (4) were donated by such individuals with written informed consent and without any financial or other inducements.

H.R. 817 - Animal Fighting Prohibition Enforcement Act of 2005 (Cosponsor) To strengthen prohibitions against animal fighting, and for other purposes.

H.R. 916 - Medicare Access to Rehabilitation Services Act of 2005 (Cosponsor) Amends title XVIII (Medicare) of the Social Security Act to repeal the outpatient therapy cap.

H.R. 1126 - Save Our Waters From Sewage Act of 2005 (Cosponsor) Amends the Federal Water Pollution Control Act to prohibit publicly owned treatment works (POTWs) from intentionally diverting waste streams to bypass any portion of the treatment facility unless: (1) the bypass is unavoidable to prevent loss of life, personal injury, or severe property damage; (2) there is no feasible alternative; and (3) the treatment works provides notice of the bypass in accordance with this Act; or (4) the bypass does not cause effluent limitations to be exceeded and is for essential maintenance.

H.R. 1205 - (Cosponsor) Amends the Quinebaug and Shetucket Rivers Valley National Heritage Corridor Act of 1994 to: (1) extend the authority of the Secretary of the Interior to make grants or provide any assistance under the Act for the Quinebaug and Shetucket Rivers Valley National Heritage Corridor to September 30, 2027; and (2) double the total amount that may be appropriated for the Corridor.  

H.R. 1245 - Gynecologic Cancer Education and Awareness Act of 2005 or Johanna's Law (Cosponsor) Directs the Secretary of Health and Human Services to carry out a national campaign to increase the awareness and knowledge of women with respect to gynecologic cancers, which shall include: (1) maintaining a supply of written materials to provide information to the public on gynecologic cancers; and (2) developing and placing public service announcements to encourage women to discuss their risks of gynecologic cancers with their physicians. Requires the Secretary to award grants to nonprofit private entities to test different outreach and education strategies for increasing such awareness among women and health professionals.

H.R. 1277 - College Aid Made EZ Act (Cosponsor) Amends the Higher Education Act of 1965 (HEA) to revise and simplify the Federal student aid application process, including the Free Application for Federal Student Aid (FAFSA).

H.R. 1298 - Kidney Care Quality and Improvement Act of 2005 (Cosponsor) To amend title XVIII of the Social Security Act to improve the benefits under the Medicare Program for beneficiaries with kidney disease, and for other purposes.

H.R. 1303 - Fairness and Accountability in International Taxation Act of 2005 (Cosponsor) To amend the Internal Revenue Code of 1986 to prevent corporations from exploiting tax treaties to evade taxation of United States income and to prevent manipulation of transfer prices by deflection of income to tax havens.

H.R. 1687 - Paycheck Fairness Act (Cosponsor) Amends the portion of the Fair Labor Standards Act of 1938 (FLSA) known as the Equal Pay Act to revise remedies for and enforcement of prohibitions against sex discrimination in the payment of wages to: (1) add nonretaliation requirements; (2) increase penalties; and (3) authorize the Secretary of Labor (the Secretary) to seek additional compensatory or punitive damages.

H.R. 1696 - Employee Free Choice Act (Cosponsor) To amend the National Labor Relations Act to establish an efficient system to enable employees to form, join, or assist labor organizations, to provide for mandatory injunctions for unfair labor practices during organizing efforts, and for other purposes.

H.R. 1736 - Investment in America Act of 2005 (Cosponsor) Amends the Internal Revenue Code to: (1) make permanent the tax credit for increasing research activities; (2) increase the rates of the alternative incremental tax credit for research expenses; and (3) permit a taxpayer election of an alternative simplified tax credit for research expenses.

H.R. 1774 - America's Red Rock Wilderness Act of 2005 (Cosponsor) To designate certain Federal land in the State of Utah as wilderness, and for other purposes.

H.R. 1951 - American Veterans Disabled for Life Commemorative Coin (Cosponsor) Directs the Secretary of the Treasury to mint and issue $1 silver coins emblematic of the design selected by the Disabled Veterans' LIFE Memorial Foundation for the American Veterans Disabled for Life Memorial, in commemoration of disabled American veterans.

H.R. 2177 - Healthcare Enhancement for Local Public Safety Retirees Act of 2005 or the HELPS Retirees Act of 2005 (Cosponsor) Amends the Internal Revenue Code to allow retired public safety officers to elect an annual exclusion from gross income up to $5,000 for distributions from governmental retirement plans for the payment of accident or health insurance or long-term care insurance.

H.R. 2292 - Andrew Carnegie Public Libraries Act (Cosponsor) Amends the Library Services and Technology Act to authorize the Director of the Institute of Museum and Library Services to make grants for the construction or modernization of public libraries.

H.R. 2429 - Fair Minimum Wage Act of 2005 (Cosponsor) Amends the Fair Labor Standards Act of 1938 to increase the federal minimum wage to: (1) $5.85 an hour, beginning on the 60th day after enactment of this Act; (2) $6.55 an hour, beginning 12 months after that 60th day; and (3) $7.25 an hour, beginning 24 months after that 60th day.
