Weller Projects Funded in Omnibus Bill for Fiscal Year 2004

Kankakee Sheriff Communication Center - $298,230
• New system will help reduce growing backlogs of court cases in county court system and decrease the time needed to process cases
• New system will have ability to provide state and federal agencies with up to the minute law enforcement and court system data
• To date, years of planning and research have already been invested in project


Will County Child Advocacy Center - $198,820
• Funding will be used for essential functions that aid the center in delivering services to victimized children the center helps
• Center serves the needs of children who are victims of child abuse and their families by ensuring that the investigative process is carried out in a sensitive manner
• Funding would be used to hire a Family Advocate (who accompanies children to court, hospital visits, and other places as well as additional staff training


National Center for Rural Law Enforcement’s Internet Project - $248,525
• Provides free Internet and e-mail service to rural law enforcement
-Affects Crete, Ellwood, Hopkins Park and Village of McLean police departments

Kankakee River - $110,345.10
• Funding helps to complete the plans and specifications phase of the State Line, Kankakee River Aquatic Ecosystem Restoration Project
• Successful implementation of this project is critical to restore aquatic and wetland habitat in the area

• Updates plan for the Corridor’s future (original plan was commissioned in 1984)

Labor/HHS/Education - Included in Omnibus

University of St Francis Nursing Lab - $149,115
• Research shows that nursing skill laboratories are a necessity for students to learn how to care for patients using interactive technology and virtual reality models.
• A state-of-the-art nursing skills lab is necessary and will enable undergraduate and graduate nursing students to practice in a non-threatening environment before they begin to try those skills on real patients in the acute care settings.


ISU - Joe Warner Teaching Nursing Home Project -$298,230
• The Mennonite College of Nursing at ISU has developed model for a teaching nursing home in partnership with Heritage Enterprises, a private, long term care firm, to find innovative ways to prepare registered nurses to provide top quality health care for senior citizens.
• According to 2000 U.S. Census data, 15.7% of Illinois citizens are 60 or older


Freedom House - $49,705
• Funding would help create Adult and Children’s leaning center to provide a regional setting for victims and their families and would allow more clients the ability to access the Freedom House's G.E.D. program
• Freedom House provides domestic and sexual violence services to 1,500 women, men and children in Illinois including therapy, legal and other advocacy, a hotline, counseling for adults and children, violence prevention education in schools, and life skills education

Normal Multimodal - $745,575
• Part of a comprehensive plan for transportation improvements and downtown revitalization in Normal, Illinois
• This project ties together City and regional buses, Amtrak to Chicago and St. Louis, taxis, park & ride, airport shuttles and pedestrian avenues.
• Normal is an important stop on high-speed rail service between Chicago and St. Louis that is under development and funded with $140 million of state, federal and private funds
• Space will be provided for adjacent public uses such as daycare, retail, and public office space and major street improvements will be made to heavily traveled adjacent streets


Metra New Starts - $51,693,200
- Funding consistent with President’s budget request and continues the expansion of UP West, North Central, and South West Service lines.
• Took lead on recent Congressional letter to Chairman and Ranking Member in support of funding


Lewis University Airport -$2,485,250
• Funding would pave first 5,100 feet of new runway 1-19
• Currently, some wind directions do not allow safe takeoffs and landings, requiring aircraft to divert to other airports and effecting the entire region's air travel system
• Site preparation for the pavement's construction has already been undertaken using other funding mechanisms. A recently-awarded $2.7 million project funded under the Illinois State Block Grant Program is providing grading and drainage in the south area
• Busiest single-runway airport in Illinois with over 20 Fortune 500 companies with corporate flight departments operating plants or other important operations centers within 20 miles of Lewis University Airport


Port of LaSalle - $397,640
• Funding request for transportation museum and replica canal boats.
Estimated that the Port will be a major tourism attraction with over 70,000 visitors every year
• Total project cost is $8 million



VA/HUD - Included in Omnibus

Rialto Square Theater - $223,672.50
• This funding will assist in numerous capital repairs such as interior theater repairs, installation of a fire detection security alarm, and replacement of windows throughout the interior
• For the past two decades, the Rialto has endeavored to serve as a foundation for the economic revitalization of downtown Joliet
• For 76 years, the Rialto has served Joliet as an entertainment destination


Port of LaSalle - $149,115
• Funding will be used for outdoor interpretive center, replica mule barn, and construction of a lock-tender’s house
• Estimated that the Port will be a major tourism attraction with over 70,000 visitors every year
• Total project cost is $8 million

Village of Downs Wastewater Treatment - $323,082.50
• Funding for completion of design of their wastewater collection infrastructure
– State awarded up to $1.7 million in grant funding to construct a sanitary waste system
• New system would tie into Bloomington facility, which has excess capacity
• Regional solution will economically and ecologically address a urgent and significant health concern. Current system is under a quasi-condemnation order by EPA


Village of Carbon Hill Water System - $99,410
• Funding used to upgrade both its sewage and drinking water systems at same time
– State has provided $100,000 in funding
-Partnered with Coal City and will integrate its system with theirs
• Tying into Coal City will solve many problems, including USEPA December 2003 requirement regarding radium removal.
