The Department of Health and Human Services (HHS) is a government agency responsible for protecting the health of all Americans and providing essential human services. HHS has more than 300 programs, including several specific agencies in charge of the well-being of children, such as the Administration for Children and Families and the Children's Bureau.

Administration for Children and Families
 
The Administration for Children and Families (ACF), sponsored by the Department of Health and Human Services (HHS), is responsible for roughly 60 programs that promote the economic and social well-being of children, families and communities. ACF administers the national child support enforcement system, the Head Start program, provides funds to assist low-income families in paying for child care, and supports state programs to support foster care and provide adoption assistance.

Children's Bureau
 
The Children's Bureau is one of four bureaus within the Administration for Children and Families. It is responsible for assisting states in the delivery of child welfare services designed to protect children and strengthen families.

Adoption 
 
AdoptUSKids
 
There are currently 130,000 children who are waiting for an adoptive family. Sadly, each year, approximately 19,000 children "age out" of the system without ever being adopted.  The Bush Administration created AdoptUsKids in October 2002.  AdoptUSKids is a multi-faceted project to help recruitment families to adopt the children waiting in foster care. The AdoptUSKids Collaboration is managed by the Adoption Exchange Association (AEA) based in Baltimore, Maryland, through a cooperative agreement with the Children's Bureau of HHS.

National Adoption Information Clearinghouse 
 
The National Adoption Information Clearinghouse is a service of the Children's Bureau, Administration for Children and Families, U.S. Department of Health and Human Services. The mission of the Clearinghouses is to connect professionals and concerned citizens to timely and well-balanced information on programs, research, legislation, and statistics regarding the safety, permanency, and well-being of children and families.

Head Start
 
Head Start and Early Head Start are comprehensive child development programs which serve children from birth to age 5, pregnant women, and their families. They are child-focused programs and have the overall goal of increasing the school readiness of young children in low-income families.The Head Start program has a long tradition of delivering comprehensive and high quality services designed to foster healthy development in low-income children. Head Start grantee and delegate agencies provide a range of individualized services in the areas of education and early childhood development; medical, dental, and mental health; nutrition; and parent involvement. In addition, the entire range of Head Start services is responsive and appropriate to each child's and family's developmental, ethnic, cultural, and linguistic heritage and experience.
