September 1, 2006 - AL QAEDA PUBLISHES ONLINE “DIRTY BOMB HOW-TO GUIDE” MARKEY, CLINTON: NUCLEAR REGULATORY COMMISSION ABDICATES RESPONSIBILITY FOR DIRTY BOMB SECURITY
WASHINGTON, DC:  Representative Edward Markey (MA) and Senator Hillary Rodham Clinton (NY) today again called on the Nuclear Regulatory Commission (NRC) to tighten controls on nuclear materials that could be used to create a dirty bomb, especially in light of recent reports that Al Qaeda had published a “how-to-make-a-dirty-bomb-guide” online.  According to the March 2, 2006 edition of Global Issues Report, “the militant Islamic online forum AlGhorabaa.net, a site commonly used by Al-Qaida and Iraqi insurgents, recently circulated Arabic-language instructions on how to make a radium dirty bomb.” The article reportedly includes photos and detailed directions in order to “make the experiment easy and available for you, my brother the mujahid, as they say, in the kitchen.”

August 31, 2006 - ON EVE OF 5 YEAR 9/11 ANNIVERSARY, GAPING LOOPHOLE IN AVIATION SECURITY STILL ALLOWS TERRORISTS TO SEND UNSCREENED PACKAGES ON SPECIFIC PASSENGER FLIGHTS
MEDFORD, MA -- U.S. Rep. Ed Markey (D-MA), a senior member of the House Homeland Security Committee, urged the Secretary of the Department of Homeland Security (DHS) Michael Chertoff to require ALL packages brought to airline counters for shipping to be physically inspected for explosives before being loaded onto passenger planes.  Rep. Markey, who has been the leader in Congress for physical inspection of all cargo loaded onto passenger planes, directed his staff to survey major passenger airline cargo policies and question DHS officials on its policies regarding cargo that is brought by individuals to an airline ticket counter or cargo intake to be placed on a specific passenger flight leaving as soon as 30 minutes after drop-off.  After this research and questioning of DHS officials, it is clear that Sec. Chertoff misspoke on ABC This Week on August 13, when he said that DHS has issued a rule requiring all such “counter-to-counter” cargo to go through regular baggage screening.  There is no such rule.
