    Economic Development  
    Finding ways to bring economic development opportunities to the district is vital to the survival of our communities. Investments in roads, waste systems, business development, tourism, and the like will help make our small communities more competitive with larger urban areas. As a result jobs will be created, the economy will become stronger, our children will have more opportunities, and our standard of living will increase.  
     
  Davis has held successful economic development seminars for local officials in the district on how to expand and enhance local infrastructure.  
     
  Davis helped secure millions of dollars in grants and appropriations for communities throughout the district.  
     
  Davis voted for the reauthorization of the six-year highway bill, known as TEA-LU. Through renewed investments in our rural roads opportunities in economic expansion will be created all the while providing safe, more efficient ways of travel.  
     
    Fiscal Management  
    As a member of the Blue Dog Coalition, a group of fiscally conservative House Democrats, I have fought against irresponsible spending by our government. One of the most important jobs I have in Congress is to be a steward of America's financial resources and to stand in the gap of what appears to be a new philosophy of deficit spending. Mismanagement of America's resources is wrong and is grossly unfair to the next generation of Americans who will bear the responsibility. Everyday we are adding to our national debt, which in part is being financed by Japan and China. Last year eighteen percent of all federal tax dollars went to paying the interest on our debt.  
     
  Davis supports a Constitutional amendment to require a balanced budget.  
     
  Davis supports applying PAYGO, or pay-as-you-go, while crafting the federal budget. This means that any new spending must be paid for by cuts in other programs or by new revenues.  
     
  Davis voted for legislation allowing Tennesseans to deduct sales tax from their federal income tax.  
     
    Small Business  
    As a general contractor, I understand many of the increasingly complex issues that many small business owners face. I have helped industries receive access to business counseling and training, and support permanently repealing the estate tax for small businesses and farmers.  
     
  Davis fought against the restructuring of a vital rural/small business program administered by the Small Business Administration. The HUBZone program allows businesses to effectively compete in the federal contracting system. It's an extremely valuable tool in enhancing the infrastructure of low-income rural communities.  
     
  Davis co-introduced the Small Business Jobs Creation Act of 2004. This pro-growth tax relief legislation would allow small businesses to grow their resources and expand their reach in the local community.  
     
    Working Families  
    The hard working men and women of this country have helped shape the United States into the industrial power that it is. With the exodus of many American manufacturers thousands of people are losing their jobs. With the loss of these plans goes the only source of income for many residents of rural communities. We must find ways to protect our work force and families.  
     
  Davis opposed proposals that would have changed overtime regulations in the Fair Labor Standards Act of 1938. Reportedly, eight million workers that rely on overtime pay would become ineligible under the proposed rules.  
     
  Davis supports the extension of the unemployment benefits program.
