Comprehensive Economic Development Strategy
"Working together for economic progress in the 8th Congressional District"
The Comprehensive Economic Development Strategy (CEDS) Committee was formed in June 2002 with the encouragement of U.S. Representative Robin Hayes, 8th Congressional District, through the U.S. Department of Commerce's Economic Development Administration and the N.C. Division of Community Assistance.
The CEDS Committee implemented a regional approach to economic development to recruit new industry and create new jobs while sharpening the competitive proficiency of existing industries in the 8th Congressional District.
Members were selected from key people in Anson, Cabarrus, Cumberland, Hoke, Montgomery, Richmond, Robeson, Scotland, Stanly and Union Counties. Judy Stevens, the Montgomery County economic development director, serves as chair; and Carl Manning, KCDC director in Cumberland County, serves as vice chair.
The committee contracted with Fluor Global Location Strategies in Greenville, S.C., to develop an economic development strategy for the District and each of the 10 counties.
