For several years an email has been circulated regarding “bill number 602p” which would allow the U.S. Postal Service to charge a fee of 5 cents for every email that is delivered.

Fortunately, this is not an actual bill in Congress, but rather a hoax that has been spread through email. This message may have also mentioned a Representative Tony Schnell. There is actually no member of Congress with that name.
