The Environment: Bringing to Congress the Wisconsin Tradition of Environmental Stewardship

The Mississippi River
The Upper Mississippi River Basin is nationally recognized as both a unique ecosystem and navigation system. Stewardship of the river basin is critical for the ecological and economic health of the region, and I remain committed to protecting this national treasure.

The Third Congressional District of Wisconsin borders more miles of the Mississippi River than any other Congressional District, and the people of the Third District have been very active in promoting the efforts to preserve this rich environment. While home to a diverse array of fish and wildlife, the Mississippi River corridor is also used by 40% of North America's migratory waterfowl and shorebirds. Economically, the Upper Mississippi River annually generates $1.2 billion related to recreation activities, as the region attracts approximately 11 million visitors each year.

As founder and Co-Chair of the bipartisan Upper Mississippi River Basin Congressional Task Force, I have been working to find effective and balanced solutions to problems facing the Upper Mississippi River Basin. Issues involving commerce and transportation, agriculture, the U.S. Army Corps of Engineers, environmental restoration programs, and recreation activities must be considered when addressing matters related to the basin. Since 1997, Upper Mississippi River Basin Task Force, currently consisting of 25 members from both parties, has been working together on a regular basis to promote actions that will benefit the entire area.

Growing up on the Mississippi River, I understand the importance of a healthy river system. To help prevent impairment to resources of the River Basin, I have been working with farmers, sportsmen groups, conservation organizations, and government agencies to develop a strategy to monitor water quality in the Upper Mississippi River Basin. As a result of these efforts, I introduced H.R. 961, the Upper Mississippi River Basin Protection Act. H.R. 961 passed the United States House of Representatives on March 25, 2003 and is awaiting final action in the United States Senate.

In addition, I continue to push for increased federal funding for a number of environmental programs aimed at preserving the Upper Mississippi River Basin. Such programs, including the Upper Mississippi River Refuge System - a national treasure that receives more annual visitors than Yellowstone National Park - are vital to the natural habitat and economy of the entire region.
