Inslee Offers Amendments on Enron

The first of two Enron amendments by Inslee orders the Federal Energy Regulatory Commission (FERC) to revoke Enron’s ratemaking authority to 1997, or as early as it can be determined that Enron was manipulating the market. The second amendment preserves FERC’s authority to cancel future contracts with companies that manipulate the market, which would be jeopardized under the Energy Committee’s bill.

Inslee Calls for House Investigation of Enron

Jay Inslee held a strategic briefing with the Snohomish County PUD to discuss how to best pursue an investigation into Enron and the Federal Energy Regulatory Commission (FERC) by the House Energy and Commerce Subcommittee on Oversight and Investigations.

Testimony is a Positive Step for Snohomish County Ratepayers

U.S. Rep. Jay Inslee reacted to today’s testimony about Enron by trial staff from the Federal Energy Regulatory Commission (FERC) by suggesting that the statements represent a positive development in helping the Snohomish County PUD avoid paying Enron $122 million for canceling its contract with the company. Given this development, Inslee will soon be sending a letter to FERC to urge the commission to recognize that Enron’s contracts with Snohomish PUD were fraudulent, thereby nullifying Enron’s contracts with the Snohomish County utility. Inslee will be meeting with Snohomish PUD next week to discuss the utility’s efforts to avoid paying further money to Enron.

Legislation to Help Snohomish County PUD Consumers

Today U.S. Reps. Jay Inslee and Rick Larsen introduced legislation to cancel Snohomish County Public Utility District's (PUD) contracts with Enron without having to pay cancellation penalties. Coming on the heels of this afternoon's decision by the United States Court of Appeals for the 9th Circuit, which makes clear that the Federal Energy Regulatory Commission has the authority to order refunds for violations of market-based rate authority, the new legislation should speed FERC's actions to help Snohomish County ratepayers.

Helping Northwest Energy Consumers

U.S. Rep. Jay Inslee (D-WA) announced this evening that he will offer an amendment next week to energy legislation in the U.S. House of Representatives that will help provide refunds to consumers and the Snohomish County Public Utility District (PUD) for high rates resulting from energy market manipulation. Inslee’s amendment is in response to Enron phone conversation tapes recently submitted to the Federal Energy Regulatory Commission (FERC) that confirm that the energy company fraudulently inflated energy prices for West Coast ratepayers, and clearly show that this was occurring much earlier than the current cutoff date of June 25, 2003. Inslee’s amendment moves back the date from which public utility districts and consumers can be reimbursed for Enron’s price manipulation.

GAO Report Shows Energy Companies "Gamed the System"

A newly-released General Accounting Office (GAO) report commissioned by U.S. Reps. Jay Inslee and Peter DeFazio shows that wholesale suppliers of electricity raised prices above competitive levels during last year's power shortage. For the first time, the non-partisan agency reported that, "Wholesale suppliers were able to exercise market power by withholding electricity from the market, only making it available at the last minute when buyers were desperate to acquire enough electricity to meet demand and therefore willing to pay higher prices."

Demanding Investigation into Manipulation of Energy Markets

U.S. Rep Jay Inslee joined Members of the Washington, Oregon, and California congressional delegations to demand a full-scale Congressional investigation into Enron's and other energy traders' manipulation of Western Energy Markets. Inslee has already requested that the Department of Justice investigate possible criminal offenses committed by energy traders in Washington state.

FERC Claims Rebuked in GAO Report

U.S. Reps. Jay Inslee (WA-01) and Peter DeFazio (OR-04) today announced the results of an investigation by the General Accounting Office (GAO), which determined that the Federal Energy Regulatory Commission (FERC) did not have enough evidence to support its claims that energy companies are not "gaming the system."Inslee and DeFazio are calling on the House Government Reform and Commerce Committees to hold hearings on allegations of market manipulation in the West, and on FERC's inadequate response to the problem.

For months we've been saying simply this: The people of the West Coast need the Federal Energy Regulatory Commission to be a bulldog, not a lap dog. And today we're filing a discharge petition to make sure that the members of the House of Representatives, the elected representatives of the people, can have the right simply to vote on this issue.

Letter to Energy Secretary

We are writing you for two reasons. First, we urge you to terminate your Section 202 (C) order requiring the sale of electricity to the California utilities unless such an order is accompanied by a federal or state guarantee of repayment to the seller. Second, we ask that you move to have the Federal Energy Regulatory Commission (FERC) immediately implement throughout the Western United States short term price caps that allow for cost recovery of reasonable costs.
