HUNTER SUCCESSFULLY PASSES SECURITY MEASURES

*** Border Fencing Initiative Passes House and Senate ***

Washington, D.C.In the week before Congress adjourned for November’s midterm elections, several critical pieces of legislation were considered and passed by the House of Representatives. The Conference reports for two bills sponsored by House Armed Services Committee Chairman Duncan Hunter (R-CA), H.R. 6166 (S. 3930), the Military Commissions Act of 2006 and H.R. 5122, the National Defense Authorization Act for FY2007, were passed by the House and Senate and await signature by President Bush. Congressman Hunter’s amendment to the House passed border enforcement and security legislation, also awaits signature by President Bush as part of H.R. 6061 (King-NY), the Secure Fence Act.

    "This week’s legislative accomplishments are some of the most important steps this Congress has taken to ensure America’s troops continue receiving the resources they need, America’s homeland is secure and those responsible for the 9/11 terrorists attacks are rightfully and fairly prosecuted," said Congressman Hunter. "Particularly, the passage of the Secure Fence Act is a tremendous achievement that delivers a much needed element to our border security strategy. Fencing works, and by expanding its coverage along our Southern border, we will be less vulnerable to the illegal immigrants, drug smugglers and criminals that have roamed this region for decades."

    As a leading proponent of strengthening border security, Congressman Hunter successfully offered an amendment to H.R. 4437 (Sensenbrenner-WI), the Border Protection, Antiterrorism and Illegal Immigration Control Act of 2006, requiring that 850 miles of strategic border fencing be erected in five strategic locations along America’s land border with Mexico. While the House and Senate have yet to reconcile their differences on separate immigration and border security policies, Congress has taken the necessary steps to deliver a greater security presence on the U.S. - Mexico border. The Secure Fence Act incorporates Congressman Hunter’s amendment to H.R. 4437 and replicates San Diego County’s double layered border fencing along corridors with the most prolific drug and human smuggling.

    San Diego County, which is home to more than 10 miles of border security fencing, serves as proof that fencing works. Since construction in San Diego began in 1996, crime rates have been reduced by half, vehicle drug drive-throughs have been eliminated and there are less apprehensions as a result of significantly fewer crossing attempts. H.R. 6061, will replicate the San Diego infrastructure – two layers of fencing, separated by a high-speed Border Patrol road and monitored by lights, cameras and sensors – and deliver its high level of success to other border locations plagued by illegal foot traffic and criminal activity.

    Another significant accomplishment on behalf of our nation’s security is the Military Commissions Act. The legislation establishes a military commissions process that allows for the effective prosecution of enemy combatants during the ongoing Global War on Terrorism. Similarly, H.R. 5122, the Defense Authorization Act, authorizes $532.8 billion in funding for critical requirements related to the War on Terror, including body and vehicle armor, countermeasures targeting improvised explosive devices and increased benefits and services for our nation’s servicemen and women.
