Agriculture

American farmers and their families are facing a tough struggle. A poor economy is taking its toll on rural communities. Droughts and heat waves have caused billions of dollars in damage to farms over the past few years. And now budget cuts to agriculture and rural development are going to make things even harder.

Republicans in Congress are pushing for spending cuts in agriculture that could add up to more than $18.6 billion over the next ten years. They already cut nearly $650 million last year and have plans to cut $3 billion this year. These changes put the 2002 Farm Bill – which includes commodity programs to provide price support through loans and direct purchasing of farm goods as well as the largest ever increase in conservation spending –at risk.

2002 Farm Bill
The 2002 Farm Bill pledges funds for broadband internet access and support for more rural firefighters and emergency personnel. The bill's water and wastewater improvement projects provide sewage treatment and improved water quality for homes and crops, while measures to upgrade energy efficiency and development will lower power costs. It also includes grants and loans for value-added processing facilities – centers where local farmers and growers can send their goods to be packaged and processed into high quality products. The 2002 Farm Bill was a bipartisan promise to America's farming communities, and it's a promise we need to keep.

We must also help our farmers by finding new uses for their crops. Corn, wheat and sorghum can be used to make ethanol, and soybeans can be used to make biodiesel fuel. These renewable energy sources are cleaner fuels than gas and coal, and their use would ease our dependence on foreign oil. Varied uses for crops translates to better sales for farmers -- the use of ethanol could increase net farm income by $4.5 billion and add $.30 to the value of every bushel of corn.

Transportation
Whether farm crops are being used as food or renewable energy, farmers need a way to transport their goods and get them to the marketplace. This means keeping roads and highways in good condition for the long distances that separate farms and rural areas both from each other and from other areas of the country. Maintaining our transportation infrastructure is vital for farmers to deliver their goods, deliver them on time and to do it in a cost effective manner.

That's why Democrats support the Highway Trust Fund, a federal program that uses taxes on highway motor fuel, trucks and heavy vehicles to pay for the maintenance and upkeep of our national highway network. The money collected from fuel taxes should be used to keep up our highways and roads -- the lifeline for our agricultural communities.

America's farmers work long hard hours to feed not just their own families, but families across the nation and around the globe. They deserve the aid and support of the federal government, not funding cuts and abandoned promises.
