Hinchey Votes No- I am a strong supporter of the State of Israel.  As such, I believe it is important for our government to maintain independent and principled positions on Middle East issues.  This goal is especially important in light of the delicate position we must maintain after the recent election of Hamas to control of the Palestian Authority (PA) government.  Unfortunately, H.R. 4681 fails to meet this standard, and instead jeopardizes our ability to effectively bring about lasting peace in the Middle East.  That is why I voted against the bill.   I believe that direct aid to the (full story...)

Hinchey Votes Yes- The Intelligence Reform and Terrorism Prevention Act creates a Director of National Intelligence with strong budget and personnel authority and a National Counter Terrorism Center as originally envisioned by the 9/11 Commission. The bill also creates some privacy and civil liberties protections as well as an independent Privacy and Civil Liberties Board which will be led by a Chair confirmed by the Senate. Hinchey Votes Yes- I voted for this bill, which funds a majority of the federal budget for Fiscal Year 2005.  As a member of the House Appropriations Committee, I was able to earmark over $30 million for projects in New York's 22nd District. These projects are significant on both a local and national level. If this bill did not pass, funding for 2005 would have stayed at the same level as 2004 and many of these local projects would not have received any assistance this year.
