In November 2004, Wally Herger was reelected to his 10th term as a member of the House of Representatives from the Second Congressional District in Northern California. As a member of the tax writing, Committee on Ways and Means, Congressman Herger serves on the Subcommittee on Trade and is the chairman of the Subcommittee on Human Resources.
The Subcommittee on Human Resources is responsible for the public assistance provisions of the Social Security Act, including federal cash welfare, child care, child protection, child support enforcement, disability, and unemployment insurance programs. As Chairman of this subcommittee, Congressman Herger continues to play a leading role in the reauthorization of the landmark 1996 welfare reform law, which is designed to promote work, strengthen families and reduce dependence on government benefits.
Congressman Herger's primary legislative concerns are securing economic growth by limiting taxation, opening foreign markets to American products, and making government run more efficiently by reducing regulatory burdens.
He has received numerous awards recognizing his service in Congress, including: The Spirit of Enterprise Award from the U.S. Chamber of Commerce, The Taxpayers' Friend Award from the National Taxpayers' Union, and the Guardian of Small Business Award from the National Federation of Independent Business.
Herger continues to work for more balance in federal environmental laws and regulations, including the Endangered Species Act. He actively supports efforts to enhance and improve flood control and water storage in northern California. In addition, he continues to fight to protect private property rights and maintaining the agricultural industries that are the backbone of his district.
