A: The U.S. House of Representatives Rule X(i) states the following as the jurisdiction of the Committee on Homeland Security:

  1. Committee on Homeland Security:
    1. Overall homeland security policy.
    2. Organization and administration of the Department of Homeland Security.
    3. Functions of the Department of Homeland Security relating to the following:
      1. Border and port security (except immigration policy and non-border enforcement).
      2. Customs (except customs revenue).
      3. Integration, analysis, and dissemination of homeland security information.
      4. Domestic preparedness for and collective response to terrorism.
      5. Research and development.
      6. Transportation security.

Special Oversight Functions

The Committee on Homeland Security shall review and study on a continuing basis all Government activities relating to homeland security, including the interaction of all departments and agencies with the Department of Homeland Security.
