Grijalva Bill to Adjust Boundaries of Yuma Crossing National Heritage Area Passes Senate

A bill to adjust the boundaries of the Yuma Crossing National Heritage Area passed the Senate today. The bill now goes to the President for signature, the last step before it becomes law. “I’m pleased that the Senate has passed this legislation, which recognizes the community’s efforts to identify and protect the most important areas contained in the original Yuma Crossing National Heritage Area,” stated Grijalva. “The City and the community can now put their full attention and federal funding toward restoring the areas along the Colorado River that are rich in history and natural beauty.”

Property Rights Bill Would Have Undermined Local Zoning Laws

Rep. Raúl M. Grijalva voted against a bill today that would have abdicated local control of land use and zoning to the Federal level, taking the decision-making power away from local elected officials and giving it to appointed federal judges and developers. The bill failed on a recorded vote on the House floor. “This bill is one of the worst I have seen out of this Congress,” said Grijalva. “To discourage community protections for the development of our last open spaces, without ANY debate, was disingenuous at best."

Tucson Main Post Office to Be Re-Named for the Late Morris “Mo” K. Udall

The U.S. House of Representative today passed HR 5857, introduced by Rep. Raúl M. Grijalva, which will rename the Cherrybell Post Office in Tucson, Arizona in honor of the late Rep. Morris K. Udall of Arizona. Udall, best known as an environmentalist, steered the Postal Reorganization Act of 1971 to passage and thus laid the foundation for an independent post office.
“The naming of the main Tucson post office building will stand as a testament to Mo Udall’s lifetime of contributions to Arizona, the nation and American political history,” said Grijalva. “I am humbled to be able to do this honor on behalf of the Udall family.”

Grijalva: Congress Fails to Protect American Taxpayers from Corrupt Oil Royalty Program

The New York Times reported today that four government auditors were blocked by Department of Interior officials in efforts to pursue more than $30 million in fraudulent underpayments of royalties for oil extracted in publicly owned waters in the Gulf of Mexico. “The failure of the Republican-led Congress to use its oversight authority to force the Bush Administration to correct this long-standing problem is giving oil companies and free ride and increasing the tax burden on average Americans,” said Rep. Raúl M. Grijalva.

Mr. Chairman, I ask unanimous consent to revise and extend my remarks. I rise in strong opposition to the so-called Secure Fence Act, H.R. 6061. This bill would require the Department of Homeland Security to construct a wall along the entire Arizona border with Mexico. The House has already considered and passed this legislation but since the majority of both bodies of Congress have been unable to come to agreement on immigration reform, the majority wants to appear as if it accomplishing something as we near the election. But this is a sham.

Pascua Yaqui Land Bill Passes U.S. House of Representatives

Representative Raúl M. Grijalva’s legislation, a bill to allow the Pascua Yaqui Tribe to consolidate its land holdings and have its land taken into trust, passed today in the U.S. House of Representatives. The bill requires the Secretary of the Interior, who acts as trustee of Indian tribes, to acquire the mineral rights to land already owned by the Pascua Yaqui Tribe from the State of Arizona, and take the land and mineral interests into trust on the Tribe’s behalf. “I am honored to have sponsored this legislation,” said Grijalva. “This is an important measure that will enable the Tribe to have full control over its own lands, providing more opportunities for economic development and self-determination for the community.”

Rep. Raúl M. Grijalva Applauds Implementation of FAST Lane for Mariposa Port of Entry

The Nogales-Mariposa Port of Entry will dedicate two new commercial Free and Secure Trade (FAST) lanes. The FAST lanes will help facilitate, identified low-risk trucks and provide them expedited processing time when entering the United States. The FAST lanes, a public/private partnership, underwent a holding for several months due to a delay in the issuance of a Presidential Permit with the U.S. Department of State. Rep. Grijalva assisted in the expedited interpretation of the FAST lane’s Presidential Permit, which resulted in the project approval for construction in late 2005.

Rep. Raúl M. Grijalva Introduces CANAMEX Corridor Legislation

Rep. Raúl M. Grijalva introduced legislation today to designate a new passage on the CANAMEX Corridor. HR 5997 designates a new leg of the corridor, called the Western Passage, which will link both the San Luis and San Luis II ports of entry to the corridor via SR195 and US95. Similar to other high priority corridor designation expansions, the Western Passage designation will permit Arizona to capitalize on increased trade flows and to prioritize infrastructure projects more comprehensively. The bill also clarifies the current CANAMEX route around the Phoenix Area.

Rep. Raúl M. Grijalva Supports Effort to Expand Saguaro National Park Boundary

Today, legislation was introduced to revise the boundaries of Saguaro National Park in Tucson, Arizona. The Saguaro National Park Boundary Expansion and Study Act of 2006, co-sponsored by Rep. Raúl M. Grijalva, would expand the boundary of the park by at least 583 acres. The bill gives the Secretary on the Interior the authority to acquire State land within the boundaries of the Park in accordance with Arizona State law. If the Secretary cannot acquire the land, then it will enter into an agreement to manage the State land as part of the Park.

Representative Raúl M. Grijalva introduced legislation today to permanently establish the Native Nations Institute for Leadership, Management, and Policy. The Native Nations Institute (NNI) was founded by the Morris K. Udall Foundation and the University of Arizona to serve as a resource to indigenous peoples across the United States and elsewhere. The Institute provides leadership and management training and other resources to tribal leaders, helping them to develop skills in self government. “I am proud to be the sponsor of this important legislation in the House,” said Rep. Rep. Raúl M. Grijalva voted yesterday to reauthorize the landmark Voting Rights Act (VRA), citing the need to ensure the right to vote is fully protected. This legislation will reauthorize the Act for 25 years. The reauthorization passed by a vote of 390 to 33. “This legislation works to improve our democratic system,” said Rep. Grijalva. “While our nation has made tremendous strides in its ongoing quest to guarantee the ideals of our Constitution, the specter of discrimination still haunts us. Seniors Provided with Inaccurate Information about Costly Medicare Prescription Drug Program

A new report released by the Government Accounting Office (GAO) found that the call centers run by private Medicare drug plans provide inaccurate and incomplete information to callers most of the time. The report finds that in most instances, prescription plan providers were unable to accurately respond to simple questions about plan costs, low-income coverage, plan formulary procedures, and plan utilization management techniques.

Beginning with Theodore Roosevelt, presidents have used the act to protect more than 160 of America's best-known and beloved landscapes.

National Citizenship Day Begins Process for More Than 200 People

Rep. Raúl M. Grijalva hosted a successful Citizenship Day workshop at the Martin Luther King Neighborhood Center in Yuma, Arizona. The event helped 250 people with their applications to become U.S. citizens. In addition, three workshops were provided in order to familiarize community members with the process.

Rep. Raúl M. Grijalva will receive a 2006 National Education Association Human and Civil Rights award at this year’s Human and Civil Rights Awards Dinner on July 1, 2006, in Orlando, Fla. Rep. Grijalva is being recognized as a dedicated advocate for workers’ rights with the NEA’s César E. Chávez Accion y Compromiso Human and Civil Rights Award. Chavez, who founded the United Farm Workers, devoted his life to improving working conditions and gaining living wages for the nations exploited farm workers by using nonviolent methods.

"The lenders are bleeding" was House Majority Leader John Boehner's slogan throughout Congress' recent debate of the Higher Education Reauthorization Act. It is hard to believe that he was referring to the "plight" of cash-rich student loan lenders rather than the real victims, students and their families. Mr. Boehner coined a good phrase but it was misdirected; it is students and their families that are suffering, saddled with debt by a federal financial aid system that has long protected private lenders and continues to do so today.

Arctic Drilling Bill A Symbolic Gift to Oil and Gas Industry

Speaking Against ANWR billAn area often described as "America's Serengeti" for its rich variety of wildlife, the Arctic National Wildlife Refuge is once again under threat by the U.S. Congress. The U.S. House of Representatives today voted to open up, for the first time, the pristine coastal plain of the Refuge to oil and gas drilling. The bill must be passed by the U.S. Senate before becoming law. Passage in the Senate is uncertain given the willingness of Senators opposed to drilling to filibuster previous Arctic drilling bills.

Solutions for Immediate Relief at Gas Pump Being Ignored by Republican Majority

As gas prices remain high, efforts to reduce the price of gasoline by cracking down on price gouging have been held up by the Republican majority since the first session of the 109th Congress. The Gas Price Spike Act of 2005 (HR 2070), cosponsored by Rep. Raul M. Grijalva, addresses the spike in the price of gasoline by placing a windfall profits tax on oil companies; giving tax credits for the purchase of ultra efficient vehicles; and provide federal grants to reduced mass transit fares. The bill has been stalled in committee since May 5, 2005.

World War II Service

Rep. Raúl M. Grijalva will present Mr. Leonard Sobel, a retired U.S. Marine soldier, his long-waited medals for his service in World War II. The presentation will be at the office of Rep. Raúl M. Grijalva, 810 E. 22nd Street, in Tucson on Wednesday, March 22, 2006 at 9 AM. Mr. Sobel served his tour of duty in the Asiatic Pacific Area from 1943 to 1946. Cocopah Lands Act

Today, Rep. Raúl M. Grijalva introduced the Cocopah Lands Act. This legislation will direct the Secretary of the Interior to take lands in Yuma County into trust as part of the reservation of the Cocopah Indian Tribe. The Cocopah Indian reservation, created by an Executive Order signed by President Woodrow Wilson in 1917, is divided into three parts of noncontiguous tracts of land which have not been sufficient to provide the Tribe with an economic base or to meet its basic needs as a community.

Major Military Construction Projects Headed to Yuma

Rep. Raúl M. Grijalva is pleased to announce that both the Yuma Proving Grounds and Yuma’s Marine Corps Air Station will benefit from the federal budget approved in 2005. Both installations were designated federal funding to enhance specific training facilities and base infrastructure. Yuma Proving Grounds was earmarked $8.1 million to upgrade its Wastewater Treatment Facilities and Yuma MCAS will receive $3,637,000 to build out a rotary wing refueling apron and $7.3 million for a rotary wing hydrant system.

Presidential Budget Eliminates Border Security Funding

Rep. Raúl M. Grijalva opposes President Bush’s proposal to eliminate federal funding of the State Criminal Alien Assistance Program (SCAAP) for the 2007 Budget. Acceptance of this request would hurt the State of Arizona, which received over $14 Million last year. “Incarceration of undocumented criminal immigrants is a Federal responsibility, “said Rep. The Bush Administration’s 2007 budget fails to prioritize education, health and economic security of the American people, while it wastes $1.5 trillion on tax breaks for the wealthy. Over the last four years, this Administration has produced the largest deficits in history - with a record $423 billion deficit in 2006 alone - bringing the overall deficit to $3.3 trillion. This is reckless fiscal policy that is leaving a legacy of debt to our children and grandchildren, while putting an even greater burden on the backs of working Americans.

San Luis II Funded in FY 2007 Budget:
Rep. Grijalva embraces Administration funding change

San Luis II Port of Entry will receive much needed funding for construction of the project announced today in the FY 2007 budget. Rep. Raúl M. Grijalva reviewed the President’s Budget introduced this morning. After the Administration failed to include any funding for San Luis II Port of Entry in the 2006 Budget, Rep. Grijalva and the Greater Yuma Port Authority led the effort to advocate on behalf of the port to the Office of Management and Budget (OMB), the General Services Administration (GSA) and the House Appropriations Committee. Due to this effort, the project has been listed at $42 million in the Fiscal Year 2007 GSA budget.

Nogales/Mariposa Port of Entry Funded in FY 2007 Budget:
Funding of Modernizing Mariposa becomes Reality

The Nogales/Mariposa Port of Entry will receive much needed funding announced today in the FY 2007 budget. The project is a reconfiguration to expand the port and enhance border security. Rep. Raúl M. Grijalva reviewed the President’s Budget introduced this morning. After the 2006 Presidential Budget failed to include any funding for Mariposa Port of Entry, Congressman Grijalva led the effort to advocate on behalf of the port to the Office of Management and Budget (OMB), the General Services Administration (GSA) and the House Appropriations Committee. Due to this effort, the project has been listed at $9.8 million in the Fiscal Year 2007 GSA budget.

No Improvements in the State of the Union:
President’s Speech will be more Rhetoric with no Results

Not much has changed since President Bush last addressed our nation. I was hopeful that goals set and promises made would have activated an important chain of events over this past year—that Congress, as a whole, would have risen to the challenge of developing comprehensive solutions for the laundry-list of ills that plague us as a people. I was hopeful that the President’s speech might have lead to meaningful initiatives. Somehow, though, given the unprecedented level of corruption that has seized the Halls of Congress and the Republican Majority’s blatant refusal to prioritize the needs of America’s working families, I’m not surprised that last year’s State of the Union Address has turned into yet another series of stale remarks. President Bush, who routinely promises to ‘lead America forward’, instead continues to allow his Party to ignore the very issue that hits at the core of America’s ability to remain a strong and competitive global leader.

Rep. Grijalva Named “Humane Advocate” by the Humane Society of the United States


The Humane Society of the United States (HSUS) released its Humane Scorecard for 2005. Rep. Raúl M. Grijalva was given a perfect score of 100% in part to for his advocacy on animal welfare issues considered by Congress in 2005. “I thank the Humane Society of the United States for this honor,” said Grijalva. “As a member of the Congressional Friends of Animals Caucus, I am a strong advocate of measures to promote the increased humane treatment of animals. I believe that this score is a reflection of that and I will continue my efforts to advance animal protection measures in 2006.”

Rep. Grijalva and Federal Home Loan Bank of San Francisco Announce $2.5 Million In Affordable Housing Grants

Rep. Raul Grijalva (D-AZ 7th) joined with the Federal Home Loan Bank of San Francisco (FHLBank San Francisco) to announce that $42 million in Affordable Housing Program (AHP) grants have been awarded to housing projects institutions throughout Arizona, California, and Nevada that will produce affordable Housing. Six projects in the Southern Arizona area receiving a total amount of $2.5 million.
