House Passes Bill to Bolster Border Security
Gibbons Joins Colleagues in Calling for Tougher Border Security Measures

WASHINGTON, DC -- Today, U.S. Congressman Jim Gibbons (R-Nev), a senior member of the House Homeland Security Committee, joined with his colleagues to pass the Secure Fence Act of 2006. This legislation was introduced by the Homeland Security Committee under the leadership of Chairman Peter King (R-NY) and addresses the inherent need to provide additional security at our nation's southwestern border.



"Improving our border security capabilities must remain among our nation's top priorities. Last December, Congress sought to address weaknesses in the current border security programs. However, politics continue to cloud our ability to pass a comprehensive bill," said Gibbons. "Our porous borders leave our nation vulnerable to terrorism, illegal immigration, and drug trafficking. This bill will take a fast-track approach to addressing our security needs and it is my hope that the Senate will pass companion legislation."



The Secure Fence Act of 2006 will provide for 700 miles of two-layered reinforced fencing along the southwest border. This infrastructure will strategically target priority areas that have high populations. Additionally, this bill requires the Department of Homeland Security (DHS) to maintain operational control of the border through the use of a "virtual fence." The "virtual fence" will provide surveillance over the most critical areas through the use of cameras, ground sensors, and Unmanned Aerial Vehicles (UAVs). The DHS will also provide authority to U.S. Border Patrol agents to disable fleeing vehicles, similar to the authority held by the U.S. Coast Guard for maritime vessels.



This past summer, the Homeland Security Committee held a number of hearings around the country to experience first-hand exactly what is going on at our nation's borders. Testimony given at these hearings revealed increased gang activity operating on both the Mexican and U.S. sides of the border, increased illegal alien smuggling rings, and an increased number of assaults on Border Patrol agents. These hearings brought to light the immediate need for legislation that will provide additional safeguards at our borders.
