Rural Universal Services Equity Act of 2005

Description: The Telecommunications Act of 1996 that deregulated the telephone industry expanded the types of companies contributing to what is known as a Universal Service Fund (USF). Money from the USF finances reduced communication access rates for schools and libraries. The USF is also used to support the continued existence of phone service and manageable rates in less populated areas like Wyoming. Most of Wyoming is considered a high-cost area for telecommunications providers. If not for the universal service rate support system, phone service could not be guaranteed for rural customers in the newly deregulated telecommunications environment. I am an original co-sponsor of S.284 which seeks to redistribute a portion of the USF more equitably with respect to western concerns.
