A bill to authorize appropriate action if negotiations with Japan to allow the resumption of United States beef exports are not successful, and for other purposes.

Description: Japan has kept its ban on U.S. beef for far too long. The Japanese embargo of U.S. beef is two years old, and it is not justified by science. American beef is the best and safest in the world. Japan has been conducting an administrative process to lift the beef ban, but they appear to be dragging their feet. Before it instituted the ban, Japan was our largest beef export market, accounting for $1.4 billion in beef exports in 2003. This market is important to our cattle producers. I have urged President Bush and Ambassador Portman to make opening the market a top priority, and I have met with the Japanese ambassador to urge them to open their markets. Japan has no reason to keep its border closed, and it is time for Congress to take action. This bill would require the Secretary of the Treasury to impose tariffs on Japanese goods if Japan has not lifted its prohibition on importing U.S. beef by December 31, 2005. The tariffs imposed against Japanese imports would amount to $3.14 billion annually, the estimated economic trade losses to the U.S. beef industry as a result of the beef ban.
