10/11/06: Statement of Senator Dodd on McCain Comments about Clinton Administration's North Korea Policy

“I take strong issue with Senator McCain’s characterization of President Clinton’s North Korea policy as a failure.  Some ‘straight talk’ to correct the record is called for.  When President Clinton took office, North Korea reportedly had enough nuclear material to build two bombs.  Prior to the conclusion of the 1994 Agreed Framework, North Korea had been on the path to producing as many as 40 nuclear bombs by 2000, because it was close to completing two other, larger reactors.  After the Clinton Administration concluded the 1994 Agreed Framework with North Korea which froze the North Korean’s nuclear reactor and the reprocessing plant used to convert spent fuel into weapons grade plutonium, North Korea acquired no additional fissile material until the Bush Administration walked away from the 1994 agreement in 2002.  Since then, the North Koreans have been busily reprocessing spent fuel that had been frozen and under IAEA seal and has now produced enough fissile material to build as many as ten nuclear bombs.  It has also restarted its nuclear reactor and reprocessing facility, giving North Korea additional nuclear material for one additional bomb per year.  For Senator McCain to declare the Clinton policy a failure flies in the face of the facts.  I would agree with him when he described the Bush Administration’s North Korea policy as a failure because the facts clearly support that judgment.”

10/11/06: Dodd, Lieberman Welcome Partial Victory for Islander East Opponents

WASHINGTON - Last Thursday, Senators Chris Dodd (D-CT) and Joe Lieberman (D-CT) welcomed a federal court panel’s refusal to order the Connecticut Department of Environmental Protection to issue a water quality certificate for Islander East Company’s plan to run a natural gas pipeline across the floor of Long Island Sound.  All three judges on the panel voted to leave the State denial in place, although two panelists claimed that the department had not adequately explained its decision.  As such, the court has ordered the department to prepare a fuller explanation, which it will subsequently review. All three judges held that the federal court is required to apply a deferential standard in reviewing the state agency’s decision.

“The latest news about North Korea testing a nuclear weapon brings them one step closer to a full-blown nuclear weapons program. This is an extremely dangerous development. The Bush Administration has wasted the last 5-plus years sitting on the sidelines, and it’s now time for them to get serious and use the United States’ influence with China and South Korea to bring North Korea to the table. The United States must be prepared to discuss all issues of concern to both sides in order to dismantle this increasingly serious situation.”

10/06/06: Stamford to Receive More Than $1,750,000 for Affordable Housing and Public Services

WASHINGTON- Senators Chris Dodd (D-CT) and Joe Lieberman (D-CT) announced today that Stamford will receive $1.75 million from the Community Development Block Grant (CDBG) and HOME programs to aid community development and affordable housing programs for low-income residents in the city.


“Connecticut's neediest residents deserve a roof over their heads, not a ceiling over their dreams,” Dodd said. “This assistance will not only help build better, more affordable homes, but will provide the support these families need as they pursue home ownership - and, ultimately, a brighter future.”

10/05/06: Statement of Senator Dodd on Closing of Bristol Social Security Office

“The Social Security office in Bristol is not a luxury, it’s a necessity. Many senior citizens in Bristol and the surrounding area depend on their community’s Social Security office to access the services they need and deserve. Because of the distance and the lack of public transportation, the people who use Bristol’s Social Security office – including senior citizens or those residents who do not drive – will find it much more difficult to make their way to New Britain as opposed to making their way downtown. I intend to fight any effort to close this office with Congressman Larson and senator Lieberman. It won’t be an easy fight, but it is definitely one I intend to wage for the people of Bristol.”

10/05/06: Statement of Senator Dodd on North Korea's Pledge to Perform a Nuclear Test

 North Korea’s declaration that it intends to conduct a nuclear test is an act of provocation designed to get the attention of the international community.  While North Korea already claims to have nuclear weapons, testing would have devastating consequences for the non-proliferation system and international peace and security. Unfortunately, the six-party talks which were established to find a solution to the North Korean nuclear crisis are continuing to falter because of a lack of leadership.  As a result, when the Bush administration came to office, North Korea was estimated to have the capability to make one or two nuclear weapons. Now it is believed to be capable of making up to ten. It is critical that the Bush administration urgently assume a leadership role within the six-party talks and talk directly with North Korea so that a political solution can be reached to remove a threat that has only grown worse under its watch.”

10/04/06: Dodd, Lieberman Announce more than $2.9 Million for High School Education Programs

WASHINGTON – Connecticut schools will receive a five-year grant of $2,976,074 from the Department of Education’s Smaller Learning Community Program (SLC), Senators Chris Dodd (D-CT) and Joe Lieberman (D-CT) announced today.  The SLC grant supports the development of small, safe, and successful learning environments in large high schools.

10/04/06: Dodd, Lieberman Announce Grants for Connecticut Fire Departments

WASHINGTON – Senators Chris Dodd (D-CT) and Joe Lieberman (D-CT) announced today that six Connecticut fire departments will receive $362,427 in federal funding through the Assistance to Firefighters Grants (AFG) and Staffing for Adequate Fire and Emergency Repose (SAFER) programs, which are administered by the U.S. Department of Homeland Security (DHS). 

10/03/06: Senator Dodd Speaks to Congressional Hispanic Caucus Institute

Washington – While addressing the Congressional Hispanic Caucus Institute yesterday, Senator Chris Dodd (D-CT) challenged members to change conditions in the nation today that continue to lead to a disparity among children born in different socio-economic groups.


“My daughters will judge their father, just as your children and grandchildren will judge you. What did you do at the outset of the 21st century when you saw that the nation was moving in the wrong direction?” Dodd asked. “There are too many children in foster care and 200,000 children last June [who] graduated from high school, were accepted into college, and could not go because they lacked the financial resources. In America, you ought never be denied a higher education because of a lack of financial resources.”

9/30/06: Dodd, Lieberman Celebrate Final Passage of the Long Island Sound Stewardship Act

WASHINGTON – Capping a multi-year effort, Senators Chris Dodd and Joe Lieberman celebrated today’s final passage of their bipartisan Long Island Sound Stewardship Act (LISSA).  LISSA will help protect the Long Island Sound (LIS) by providing financial incentives for owners of land parcels within the LIS area to preserve the environmental quality of and public access to this endangered habitat, which is home to 8,000,000 people.  Dodd and Lieberman successfully moved the bill to Senate passage today after it had passed the House earlier this week.  The bill will now go to the President to be signed into law.
