Dodd, Lieberman Announce more than $30 Million for Connecticut Urban Housing Initiatives
October 25, 2006

WASHINGTON- Senators Chris Dodd (D-CT) and Joe Lieberman (D-CT) announced today the allocation of $33,208,785 in funding from the U.S. Department of Housing and Urban Development (HUD) for new housing initiatives in the State of Connecticut.  The money is being awarded through the Community Development Block Grants (CDBG), the Emergency Shelter Grant (ESG), HOME, Housing Opportunities for Persons with AIDS (HOPWA), and the American Dream Downpayment Initiative (ADDI) to help some of Connecticut’s neediest residents.

“Quality and affordable homes are fundamental to strong, healthy communities,” said Dodd.  “I am hopeful that this funding will provide a range of housing options for our citizens, helping to create more tight-knit communities and ensuring that each and every person has a place to call home.  These funds will also help develop other critical elements of community life - jobs, home ownership, and social services.”

“Housing is the foundation from which we all build our lives upon. This funding will help to make affordable housing a reality for Connecticut’s neediest residents,” Lieberman said. “I'm especially pleased that these funds are targeted to some of our most vulnerable citizens, including the working poor, the homeless, and persons living with HIV/AIDS.”

HUD has provided the following grants to the State of Connecticut

•           Community Development Block Grant (CDBG):  $13,645,095

•           HOME:  $12,200,830

•           Emergency Shelter Grant (ESG):  $1,134,627

•           Housing Opportunities for Persons with AIDS (HOPWA):  $253,000

•           American Dream Downpayment Initiative (ADDI):  $311,717

HUD has provided the following grants to the City of Bridgeport:

•           Community Development Block Grant (CDBG):  $3,355,705

•           HOME:  $1,427,145

•           Emergency Shelter Grant (ESG):  $143,666

•           Housing Opportunities for Persons with AIDS (HOPWA):  $737,000

Community Development Block Grants enable state and local governments to develop viable urban communities by providing decent housing and a suitable living environment, and by expanding economic opportunities, principally for low and moderate income residents. The Emergency Shelter Grants program provides annual grants to State, local, and private entities to improve the quality and number of emergency homeless shelters.

The HOME program helps to expand the supply of decent, affordable housing to low- and very low- income families by providing grants to state and local governments to fund housing programs that meet local needs and priorities. A new addition under the HOME program is the ADDI, which will promote home ownership opportunities by providing necessary resources for downpayment and closing cost assistance to low-income and minority households.

HOPWA will help provide housing assistance and related supportive services to government and non-profit organizations for projects that benefit low-income people diagnosed with HIV/AIDS, as well as their families.
