High gas prices are pinching the pockets of consumers and business alike.  Hurricanes Katrina and Rita brought our nation's energy crisis to the forefront of public policy last year.  These storms shut down a significant portion of our domestic energy supplies and infrastructure, leading to the first extreme price hikes our nation has seen in a long time.  However, gas prices had been escalating several months prior to those events and Americans are once again seeing record high prices at the pump today.  There are several reasons for high gas prices, ranging from tight global supply, to a lack of adequate refining capacity preventing us from turning oil into enough gasoline, to specialty fuels that have proliferated due to government regulation, to our dangerous reliance on foreign oil.  Government must take bold steps to address these problems, as well as ensuring consumers are protected from those who may wish to take advantage of Americans through price gouging or other market manipulations.
