bill proposes a satisfactory auto-determination
process for Puerto Rico. In addition Congressman
Frotuño emphasize the participation of many
Puerto Rican soldiers in the actual war against
terror. He recognized many valiant and noble
Puerto Rican soldiers that perish to defend the
ideas of liberty and justice.
