This bill proposes a satisfactory auto-determination process for Puerto Rico. In addition Congressman Frotuño reaffirms the participation of many Puerto Rican solders in the actual war against terror. He recognized many valiant and noble Puerto Rican solder that perish to defend the ideas of liberty and justice.
