SACRAMENTO - Rep. Dan Lungren spoke on topics ranging from flood control to port control during a spirited town hall meeting last week in Carmichael.

Some audience members were skeptical and others supportive of the Bush administration during the meeting attended by about 100 citizens.

Lungren was questioned about the Bush administration's decision allowing an Arab-owned company to operate six major U.S. ports.

Lungren, R-Gold River, told the audience at the La Sierra Community Center that he had not made up his mind about the port issue.

A British company that has been running the six U.S. ports was acquired by Dubai Ports World, a business owned by the government of Dubai in the United Arab Emirates.

After the acquisition came to light, critics assailed UAE's history as an operational and financial base for the hijackers who carried the Sept. 11 attacks.

The Bush administration defended its approval of the sale and a State Department spokesman noted that the UAE had been a "long-standing friend and ally."

"I'm very concerned about port safety," said Lungren, who expressed the need to gather more information on the matter.

At another point in the meeting, the Bush administration was criticized again for its use of warrantless wiretaps in which one party overseas is suspected of having terrorist ties.

Lungren, who is a strong supporter of Bush administration surveillance, drew applause from others in the audience for backing the president on the anti-terrorist effort.

Lungren updated the crowd on issues relating to his sprawling 3rd Congressional District, which includes parts of Sacramento and Solano counties and all of Alpine, Amador and Calaveras counties.

Among the issues, according to Lungren:

* New Orleans had twice the flood protection and half the people at risk as the capital region.

* The Bush administration's fiscal year 2007 budget includes $52 million to improve the Sacramento region's flood protection.

* The Department of Homeland Security has implemented a more "risk based" formula for security funding. Risk assessment is effective, Lungren said, but does not take into account a major threat, such as the consequences of a Folsom Dam failure.

* Immigration reform, he said, should include looking at whether it is right to automatically grant United States citizenship to anyone born in this country, including the children of those not in the U.S. legally.

* There is a need to get Congress' spending under control, Lungren said.
