»
State and local governments urgently need assistance in carrying out their homeland security responsibilities. Yet the House Republican's budget was even worse than the President's budget, providing $155 million less than the President's budget in 2005 and over $850 million less over the next five years for America's homeland security priorities. That is why House Democrats proposed adding $1.6 billion in homeland security funding to the Republican budget, including additional funding for first responders, port security, aviation security, and other programs, on top of restoring the homeland security funding levels in the Republican budget to match those originally proposed in the President's budget -- without increasing the deficit.
