Congresswoman Moore was elected Representative for the 4th District in 2004. Shortly after being sworn into office she was named to the prestigious House Committee on Financial Services, which has jurisdiction over the banking, insurance and housing industries. She also serves on the Small Business Committee.

Gwendolynne S. Moore, Representative for Wisconsin’s Fourth Congressional District, was born in Racine, Wisconsin and grew up in Milwaukee. The eighth of nine children, Congresswoman Moore’s father was a factory worker while her mother worked as a public school teacher.
Congresswoman Moore attended North Division High School in Milwaukee where she served as Student Council President. "By the eleventh grade I realized with horror that my assumption that I’d attend college was no more than that—an assumption. My assessment was bleak. I was a product of an all black, inner city high school featuring limited college preparatory courses and a crumbling infrastructure. I had academic deficiencies, low self-esteem and my parents had a negative net worth."
Despite these obstacles, Congresswoman Moore graduated from North Division and started college at Milwaukee’s Marquette University, an expectant mother who needed to apply for welfare in order to complete her education. There, she earned a B.A. in Political Science. After graduation, she served as a community leader, spearheading the start-up of a community credit union as a Vista volunteer and working to improve the quality of Milwaukee’s housing and neighborhoods.
Congresswoman Moore served in the Wisconsin State Senate 1993-2003. Prior to her election to the Senate, Moore served two consecutive terms in the Wisconsin State Assembly from 1989-92. In 2000, Congresswoman Moore earned a Harvard University Certificate for Senior Executives in State and Local Government.
As a state legislator, Moore was a champion of progressive and social issues and has continued to stand up as a voice for each and every constituent and neighborhood across the city. She applied her career expertise to help create jobs and build communities. She made a positive impact in critical issues related to welfare, education and criminal justice. A tireless advocate of women’s rights and civil rights, Moore led the fight against racial profiling, domestic abuse and voting rights violations.
