Establishes a pilot program for 3 years, administered by the Federal Prison Industry Board, to allow inmates to work in the agricultural industry.  Contracts for such inmate work would have to cover all costs of the program, including incidentals such as transportation and security.  Participation by prisoners would be voluntary, and those prisoners who choose to participate would be paid at least the minimum wage in the state of jurisdiction.  Deductions would be taken from the salary of participating prisoners for taxes, court ordered fines and restitution, and child support.  The remainder of their paycheck would go into an interest bearing account, to be released to the prisoner when their prison term is over.  This fund could then be used to rent an apartment, buy clothes, and pay for other expenses incurred in reintegrating into society.

Modifies 13 dates in various provisions of the bill to reflect the passage of time since the bill's introduction, which were not modified during the Committee's consideration.  Also corrects one sectional cross reference and a reference to an Executive Branch agency.  Adds a provision explicitly requiring Federal Prison Industries (FPI) to establish a cost accounting system which was implicit in, and necessary to implement, the amendment by Rep. Issa which was adopted during Judiciary Committee consideration of the bill.  Also makes a grammatical correction to the Issa amendment.
