The State Criminal Alien Assistance Program (SCAAP) is crucial to the local economies of border states throughout our nation.  This program reimburses local law enforcement for the costs incurred to house and transport prisoners awaiting transfer to the Federal Bureau of Immigration and Customs Enforcement.  Hinojosa has supported increased appropriations for this program, which has become an unfunded mandate to state and local communities due to federal funding shortages.

Hinojosa has actively worked to spread the resources and successes of the AMBER Alert System nationwide.  He supports legislation to correct status and pay ineqalities among law enforcement officers.
