Bans the partial-birth abortion procedure in which an intact living fetus is partially delivered until some portion of the fetus is outside the body of the mother before the fetus is killed and the delivery completed.

Amends H.R. 5386, the Department of the Interior, Environment, and Related Agencies Appropriations Act, 2007, to prohibit any of the funds made available in the Act to plan, design, study, or construct for the purpose of harvesting timber by private entities or individuals, a forst development road in the Tongass National Forest.
