On Febuary 26, 2004, Blackburn joined the Lyon family from Kentucky in a Washington press conference after passage of the Unborn Victims of Violence Act. The Lyons' lost their daughter who was pregnant with their grandson to murder. Blackburn as a member of the Judiciary Committee helped lead the effort to secure passage of this bill that allows prosecutors to charge those who commit a violent crime against a pregnant woman with injury not only to the woman but to her unborn child as well.

Blackburn joins veterans and organizations supporting efforts to preserve their stories in a Capitol Hill press conference in February 2004.
