DIAZ-BALART: RULES CHANGE WILL BRING GREATER TRANSPARENCY TO LEGISLATIVE PROCESS

September 15th, 2006 - WASHINGTON, DC - Congressman Lincoln Diaz-Balart (R-FL), Vice Chairman of the House Rules Committee, co-sponsored House Resolution 1000, to improve transparency in the legislative and appropriations process by changing the Rules of the House of Representatives in order to require that all legislative requests for appropriations projects reflect the member of Congress who made the request. The House approved the Rules change on September 14, 2006, by a vote of 245 to 171.

“The public has a right to know who authors legislation that is brought and debated before Congress,” said Diaz-Balart. “It is only natural that the people also have the right to know who is requesting appropriation projects. This change will help improve transparency in the legislative process,” concluded Diaz-Balart.

The rules change made by the House requires all committees of the House of Representatives to attach a list of earmarks and their sponsors to each bill under their jurisdiction that is considered by the House. And when the House and Senate reach final agreement on a piece of legislation, a list of any earmarks added to the bill during the final negotiation process must also be included in the bill before the House votes on it.
