Hurricane Relief Offset

On behalf of the RSC, Rep. Jeb Hensarling (R-TX) offered an amendment to H.R. 5212 ("Making Further Supplemental FY2005 Appropriations for Disaster Relief") that would have offset the entire cost of the additional hurricane emergency spending with an across-the-board reduction in non-defense, non-homeland-security, non-veterans spending in fiscal year 2005. 
The amendment failed 89-321.
