    Mandatory Electronic Filing

    Lobbying Forms Can Now Be Filed With Adobe Reader 7

    The Lobbying Disclosure Act of 1995 requires those who have registered as a lobbyist to file semiannual reports. The next semi-annual report is due February 14, 2007, covering July 1, 2006 through December 31, 2006. Reports must be filed with the Clerk of the U.S. House of Representatives and the Secretary of the U.S. Senate.

    Several changes were made to the filing process so that Lobbying Disclosure forms can be completed and filed using Adobe Reader 7. Filers planning on using Adobe Reader 7 should use the latest version of the Lobbying Disclosure forms and review the new procedures for filing the updated forms.

    If you are still using Adobe Reader 6.x, and you have previously filed electronically, you can continue to use older versions of the forms.

    If you have filed previously, but upgraded to Adobe Reader 7, you MUST use form version 4.07 to file electronically. The only modifications that have been made to this version of the forms relate to the signing and filing process. The steps to download, save, and complete the forms remain the same.

    Effective January 1, 2006, the Clerk of the U.S. House of Representatives only accepts Lobbying Disclosure Act filings that are submitted electronically, on line, through the Clerk’s electronic filing program, and signed with a GSA-ACES compliant digital signature.
