Davis Statement on GSA Reorganization

Washington, D.C. House Government Reform Committee Chairman Tom Davis (R-VA) released the following statement today in response to the General Services Administration's announced creation of a new Federal Acquisition Service:

"It is wonderful to see that Administrator Doan has acted quickly and decisively to take the first steps in implementing my General Services Administration Modernization Act by creating the new Federal Acquisition Service," Davis said. "These actions constitute the first major GSA reform in more than 20 years and will transform federal purchasing by bringing GSA in line with the commercial market it must capture for its federal agency customers.

"The FAS combines the Federal Supply Service, which purchases goods and services for the federal government, and the Federal Technology Service, which supplies information technology. Under the authority of the GSA Modernization Act, FAS will be supported by the new Acquisition Services Fund, which consists of the assets of the old Information Technology and Supply Funds.

"Separate buying organizations operating out of two different funds had become a barrier to coordinated acquisition of management services and technology. Administrator Doan's action under the legislation removes the old structures that inhibited efficient federal purchases. It will help GSA operate in a market that has evolved from stand-alone hardware or services to solutions that are a mix of products, services, and technology.

"I am extremely pleased to see that the Administrator shares my vision of GSA as a world-class acquisition organization, and I am delighted that we in Congress were able to provide her the tools with which to build it. I look forward to working closely with her in achieving that vision."
