Stretching over 107,000 acres of varied terrain from Black River to Lake Bonaparte to Spragueville, New York, Fort Drum is home to the 10th Mountain Division (LI), the most frequently deployed division in the United States Army today. Since the early 1990s, soldiers from the 10th Mountain Division (LI) have participated in significant operations both at home and abroad, including Hurricane Andrew, the Ice Storm of 1998, Somalia, Haiti, Bosnia, Kosovo and Afghanistan.

 

The 10th Mountain Division (LI) and Fort Drum are of critical importance to our nation and the North Country. Fort Drum supports important military missions and is one of the most significant forces in the economy of Northern New York. In fact, total spending from FY88 to date exceeds $6.39 billion.

 

As the 23rd Congressional District’s Representative in Congress and as a senior Member of the House Armed Services Committee, I well realize the importance of Fort Drum to America and the North Country. There is not one day that goes by that I am not working to preserve and protect Fort Drum and ensure that the men and women of the 10th Mountain Division (LI) have adequate facilities, training, and quality of life to carry out their missions. Our soldiers are willing to go into battle to keep us safe from harm and we, in turn, have an obligation to ensure their well-being.

 

Fort Drum's operations also depend upon the hard work of federal civilian employees, and I have heard from many of them about the Department of Defense’s (DoD) proposed regulations to establish a National Security Personnel System (NSPS).  In an ongoing effort to underscore concerns expressed by my constituentsI recently contacted Dr. David Chu, Under Secretary of Defense for Personnel Readiness.  In my letter, I strongly urged the Department to continue to evaluate its implementation of NSPS and work in good faith with those individuals impacted by its establishment.  The valuable contributions of America’s federal civilian workforce cannot be overstated and we must ensure them fair and equitable treatment and a productive environment in which to work.  Any system must respect the individual and preserve and protect the employee rights guaranteed by law.
