Dreier Votes to Support our Troops, Increase Readiness and Homeland Security Efforts

May 23, 2003

WASHINGTON, DC - Congressman David Dreier (R-San Dimas), Chairman of the House Rules Committee, voted last night to approve legislation that includes a pay increase for our military personnel and increases authorized funding for critical readiness, procurement and research and development. It also provides critical funding for homeland security efforts here at home. The National Defense Authorization Act for Fiscal Year 2004, H.R. 1588 was approved with strong bipartisan support, 361-68.

“The world recently witnessed the professionalism, agility and skill of our armed forces when they liberated the Iraqi people,” Dreier said. “Operation Iraqi Freedom was a terrific example of how our well trained men and women are able to use the best equipment and weapons for maximum effect and minimum casualties. This legislation sends a strong signal to our military and the world that we are committed to spending what it takes to win the war on terror, and eliminate threats to our security and our freedom.”

Highlights of the legislation include:

  • $114 billion for readiness accounts critical to the day-to-day operations of the military;

  • $72.6 billion to purchase equipment and weapons;

  • $61.8 billion to research and develop next generation technologies;

  • a 4.1 percent average military pay raise, effective January 1, 2004;

  • a reduction of out-of-pocket housing costs for military personnel by increasing allowances to cover 96.5 percent of all housing costs, and 100 percent by 2005;
  • $7.3 billion for Department of Defense and Department of Energy programs to combat terrorism and proliferation of weapons of mass destruction; and,

  • $9.1 billion for continues development of ballistic missile defenses.

“Providing for a strong national defense is the most important responsibility of the federal government,” Dreier said. “Our continued commitment to our personnel’s needs and providing them with the best possible equipment demonstrates an equal commitment to defending and protecting freedom around the globe.”
