Dreier Praises Passage of Earmark Reform

"The American people have every right to know how their tax dollars are being spent."

WASHINGTON, D.C. – The House of Representatives passed a resolution sponsored by Congressman David Dreier (R-San Dimas, CA) today that creates a new House rule requiring the disclosure of earmarks. H.Res 1000 was passed with bipartisan support, 245-171.

"The American people have every right to know how their tax dollars are being spent. By pulling back the curtain on earmarks, we will provide the public with a clear picture of what the projects are, how much they cost and who is sponsoring them," said Dreier. "Bringing earmarks into the light of day reaffirms House Republican support for reforms that increase the transparency and accountability of Congress."

Currently, there are no disclosure requirements for earmarks in appropriations, tax and authorizing legislation. H. Res 1000 requires that a list of earmarks and their sponsors accompany bills and conference reports. If a list is not provided, a Member can raise a point of order against consideration of the bill or conference report. The new rule applies to all committees and all tax, appropriations and authorizing legislation.

H. Res 1000 will reinforce the progress made by the Appropriations Committee in reducing earmarks. Earmarks in appropriations bills have fallen by 37 percent from last year, and spending on member projects has decreased by $7.8 billion.

"The House Republican commitment to fiscal responsibility is already paying dividends with a rapidly dropping deficit and growing economy. Full disclosure of earmarks is yet another important tool to check government spending," Dreier said.
