As we all know, our porous southern border with Mexico remains a serious national security vulnerability. We cannot continue to allow our legal immigration programs to be undermined by those who choose to break the rules. Economic opportunity lures many illegal immigrants across the border because too many employers continue to illegally employ them. In the effort to combat illegal immigration, I authored bipartisan legislation, with the help of T.J. Bonner, President of the National Border Patrol Council, to secure our borders and crack down on the hiring of illegal immigrants.

Specifically, H.R. 98, the Illegal Immigration Enforcement and Social Security Protection Act of 2005 (the Bonner Plan), will dramatically reduce employment of illegal immigrants by:

• Improving the security of Social Security cards by including a digitized photo of the cardholder on the card, as well as an electronic signature strip which will be used by employers to instantaneously verify a prospective employee's eligibility to work in the United States, either through a toll-free number or electronic card-reader;

• Increasing penalties for employers who hire illegal immigrants or fail to verify their employment eligibility by increasing fines to $50,000, applying jail sentences of up to 5 years per occurrence, and requiring the employer to pay for the alien's deportation; and

• Adding 10,000 new Department of Homeland Security personnel whose sole responsibility will be to enforce employer compliance and prosecute those who illegally employ illegal immigrants.

By eliminating job opportunities for illegal immigrants we can eliminate their desire to illegally enter our country.
