The Congressional Art Competition: An Artistic Discovery

Every year I have the exciting opportunity of showcasing a high school student’s artwork in the U.S. Capitol Complex. An Artistic Discovery, coordinated by Members of the U.S. House of Representatives, allows Members to recognize the rich artistic talents of American high school students.

The Ninth District winner for 2004  is Brooke Luke from Centralia High School.  Her winning entry was titled "Symbol of America."

An Artistic Discovery Competition rules

The competition is open only to high school students. Under the rules of the competition rules, I can only award entries from Missouri’s Ninth Congressional District. To find out if your school is in the Ninth District, please click here

While no one involved with An Artistic Discovery wants to censor any artwork, a panel of qualified persons, chaired by the Architect of the Capitol reviews all pieces submitted and will omit any piece that is potentially inappropriate for display in the U.S. Capitol. Additionally, all artwork must adhere to the policy of the House Office Building Commission. In accordance with this policy, artwork depicting subjects of contemporary political controversy or of a sensationalistic or gruesome nature are not allowed.

In order to be considered, artwork must meet the following criteria:

Dimensions:

  • No larger than 32 inches by 32 inches, from the outside of the frame. Due to wide participation, framed work larger than the dimensions will be turned away.
  • No more than 4 inches in depth.

Artwork: Each entry must be original in concept, design, and execution and may not violate any U.S. copyright laws.

  • Paintings (Oil, Acrylics, Watercolor, Etc)
  • Drawings (Pastels, Colored Pencil, Pencil, Charcoal, Ink, Markers)
  • Collage: must be two-dimensional
  • Prints (Lithographs, Silkscreen, Block Prints)
  • Mixed Media
  • Computer Generated Art
  • Photography

Framing:

  • All work, except for oil painting, needs to be protected by a Plexiglas or glass frame. Plexiglas is preferred.
  • Frames should be kept as simple and sturdy as possible. Metal frames are recommended.
  • No “snap on” frames that contain glass are allowed.
  • Matting can be used.
  • It is recommended that two sturdy picture hangers be used, one attached to either side of the back of the artwork. Do not put wire between the hooks.
  • Do not attach labels, ribbons, etc. to the front of the piece.
  • If the artwork is abstract, please indicate on the back which side is up.
  • As directed by the U.S. House Oversight Committee and the U.S. House Committee on Standards of Official Conduct, Members of Congress cannot purchase or arrange for the framing of artwork.
  • A copy of the Student Information/Release form must be attached to the back of the artwork. See below.

How do I submit artwork?

Artwork can be taken to any of my district offices in Columbia, Hannibal or Washington, Missouri.  The annual district competition takes place in late May in Columbia, Missouri. The competition is not open to the public and there will not be an awards ceremony on the day of the competition. Participating students and instructors will be notified of the results following the competition. The winning student, and their family will be invited to a ribbon cutting ceremony in Washington, DC in July.
