Since its creation in 1965, one of Medicare’s most obvious
shortcomings has been the lack of outpatient prescription drug
coverage. As of January 1, 2006, seniors are finally able to obtain
out-patient prescription drug coverage through Medicare’s
new “Part D” prescription drug plan.
If seniors already have drug coverage, they may find their current
plan provides more generous benefits than Medicare. For seniors
without drug coverage, or with more limited incomes, this new plan
could be a good choice. That’s why it’s so important
for seniors, their children, and their friends to carefully weigh
their choices before deciding what plan works best for them.
In Delaware, there are more than 60 different options for seniors
to choose from. Some argue this is good news because it will give
seniors more choices to find the right plan. Others say it will
only cause confusion. I think the answer lies somewhere in
between, and we are going to have to work hard to make sure recipients
understand their options and have clear, accurate information necessary
to make informed decisions.
To that end, I have been talking with Medicare beneficiaries around
the state about their options. I’ve worked to ensure
that other viable programs, like Delaware’s own state prescription
assistance program, would still help low-income seniors with their
drug costs. I have also held a series of town hall meetings to
discuss Part D, and have designated staff members to work with
Medicare, the Social Security Administration, and the other Delaware
delegation offices to ensure that seniors get the information they
need.
